The City of Bellevue WA is currently accepting applications for a fulltime regular status Street Maintenance Crew Leader position within the Transportation Department. The Streets Maintenance Crew Leader plays a key role in the maintenance and repair of the Citys Transportation system and its components. The Streets Maintenance Crew Leader will be field operations support helping to develop and refine section policies procedures goals and objectives which reflect the Citys core values. This position works independently and in a team setting to oversee work programs such as concrete asphalt traffic control devices/signs vegetation sweeping equipment maintenance & outfitting snow & ice operations safety inspection and construction activities tree management and responds to emergencies during weatherrelated events. This position is designed as field operation support Crew Leader dealing with more of the general field operation as well and supporting all functions of vegetation management and snow & ice while working closely with the day to day internal support Crew Leader which handles the schedules and oversees all general administrative behind the scenes duties necessary to allow operations to successfully run the maintenance programs for repairing and maintaining the infrastructure. The Crew Leaders are responsible for training leading and coaching the field staff in the accomplishment of the work program goals and objectives.

Essential Duties and Responsibilities

While all Crew leaders must possess the skills needed to perform any part of the position as defined in the HR job description the current disposition for this Streets Maintenance Crew Leader will be field operations support to develop and refine section policies procedures goals and objectives which reflect the Citys core values. This position works independently and in a team setting to provide operation support dealing with more of the field operations and equipment support as well and supporting the functions of vegetation management and snow & ice and will work closely in support of the internal Crew Leader. Both crew leaders will share the roles and back each other up during vacation relief.

  • Provide ongoing Maximo quality control and data cleanup
  • Oversee and coordinate new or replacement equipment specifications and upfitting and coordinating daily Fleet maintenance on existing vehicles.
  • Oversee and monitor crew work schedules timekeeping and leave requests.
  • Monitors completion of daily assignments special projects and emergency response.
  • Make decisions necessary to plan organize and complete work with appropriate safety protocols and efficiency.
  • Evaluate the effectiveness of existing work methodologies and equipment utilization.
  • Work with the Lead workers and crews to establish standard operating procedures and identify opportunities to increase efficiency by innovation.
  • Resolve customer concerns and issues within a timely (usually 24 hour) period and adjusting daily activities to ensure service delivery to customer.
  • Participate in hiring monitoring and documenting staff work performance and assist in the resolution of employee disciplinary problems.
  • Schedules evaluation meetings and gathers input on annual employee performance documenting behavior issues.
  • Provide timely information to the Superintendent.
  • Conduct the monthly safety meeting and training sessions. Serve as the section safety officer and perform random field job site visits.
  • Participant in assessing crew training needs and help develop the appropriate training courses.
  • Representative for Streets as the GIS coordinator with Streets Infrastructure and Inventory holder.
  • Work collaboratively with other staff members to meet annual plan accomplishments and performance measures.
  • Evaluate and ensure the readiness of the Streets Maintenance Section to respond to emergencies and weather events or unforeseen infrastructure failures.
  • Ensure that equipment and facilities are well maintained and secured.
  • Participate on a 24/7 on call basis to respond to after hour emergencies and be available by phone 24/7.

Qualifications

Education & Experience Requirements

  • Graduation from high school or a GED equivalent; and 2 years of supervisory or lead experience with municipal maintenance or general construction work groups.

Additional Qualifications

  • Two years of experience involving regular contact with citizens contractors and staff.
  • Two years of experience in computer entry and software applications.
  • Three years of experience in road construction or road maintenance.
  • Five years of experience in workload planning resource allocation project scheduling procurement and cost estimation for road maintenance and construction projects.
  • Experience in prevention of safety issues and concerns relating to municipal maintenance and construction activities. Ability to organize tasks and to prioritize work for self and subordinates.
  • Must possess a Washington State flagging certification and TCS (Traffic Control Supervisor) certification or be able to pass both tests within 6 months.
  • Ability and willingness to work overtime as required (involving nights and weekends).
  • Ability to operate and troubleshoot equipment and tools. Examples include plowing/sander paving grinder hydraulic and gasolinepowered tools all electric hand tools vehicle mounted cranes compressors weed eater chain saw testing equipment etc.
  • Ability to perform effectively as a team member and to promote a positive environment and maintain appropriate relationships with other employees and the public.
  • Ability to adapt to changing circumstances and modify behaviors and attitudes to fit the situation in order to obtain desired outcomes.
  • Possess excellent verbal listening and interpersonal communication skills. Must be able to understand and follow written and oral instructions have the ability to prepare and present oral and written material regarding work activities and maintain routine records.
  • Must possess or be able to obtain a valid Washington State Drivers license within one month from date of hire. Must have and maintain a good driving record by City Standards.
  • Must be able to obtain a Washington State Class A Commercial Drivers License (CDL) within one year of employment. The city provides training.
  • Selected candidates who possess a current CDL must pass a preemployment drug and alcohol test (consistent with Federal Laws requiring drug and alcohol testing for all job classifications requiring a CDL).
  • Selected candidates who do not currently possess a CDL will be subject to a drug and alcohol test upon obtaining CDL in accordance with DOT rules and regulations.
  • Must meet current eligibility requirements for Washington Stateissued CDL/CLP candidates must pass a preemployment flexibility test and physical capacity test.
