Position overview:

The Department of Healthcare and Family Services Child Support Services (CSS) is seeking to hire a highly qualified and motivated professional to join our Technical Services/ Business and Program Support team in the role of Senior Public Service Administrator. Subject to management approval plans directs and evaluates the operations and activities of the Technical Services/ Business and Program Support section for the Division of Child Support Services (CSS). Plans directs and evaluates interstate data exchange activities. Directs special projects for the division. Serves as an IVD program consultant on technical issues. Attends conferences and interagency meetings. Serves as a full line supervisor.

The ideal candidate will have excellent mathematical communication organizational and analytical skills to be successful in performing the operations of the Technical Services/ Business and Program Support team.

Essential Functions

  • Subject to management approval serves as the Technical Services Manager by planning directing and evaluating the operations and activities of the Technical Services and Program and Business Services section for Child Support Services (CSS)
  • Serves as a full line supervisor
  • Plans directs and evaluates interstate data exchange activities:
  • Develops and directs special projects for the division
  • Serves as IVD program consultant on technical issues and facilities
  • Attends conferences and interagency meetings to discuss and assess adequacy of technical and building resources available
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires knowledge skill and mental development equivalent to completion of four (4) years of college preferably with courses in business or public administration
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization

Preferred Qualifications

  • Three (3) years of professional supervisory experience assigning work providing guidance to subordinates recommending counseling and/or discipline following collective bargaining agreements training staff and approving time
  • Three (3) years of professional experience developing strategic Quality Control programs and implementing plans to support the organization
  • Three (3) years of professional experience planning evaluating and directing organizational operations
  • Three (3) years of professional experience developing and implementing a process improvement project related to a child support program
  • Two (2) years of experience developing and maintaining working relationships with other state local and public agencies and the legal community

Conditions of Employment

  • Requires the ability to pass a national background check prior to employment due to accessing confidential federal tax information
  • Requires the ability to utilize and maintain state issued equipment such as a laptop
  • Requires ability to travel in the performance of duties with overnight stays as appropriate
  • This position has been found to meet the requirements in section 4A101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 1509) Fines and penalties apply to untimely filings
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/545 apply to this position. As a result the employee should be aware that if offered nonState employment during state employment or within one year immediately after ending State employment the employee shall prior to accepting any such nonState employment offer notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine
