GENERAL DESCRIPTION:
Under the direction of the Director of Facilities the Facilities Coordinator performs complex technical and responsible functions pertaining to facilities planning and for the Districts State School Building Program projects. Performs routine administrative tasks and other related work as required.
ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:
- Be familiar with the School Facilities Program and works closely with all local state and federal agencies which may be involved in the facilities planning and funding programs; E
- Attends meetings conferences and training sessions to maintain current knowledge of legislation legal codes and requirements; E
- Performs a variety of technical functions research and analysis pertaining to the Districts building program and master planning; E
- Assists with the development of project budgets and monitors verifies and balances various accounts and financial records requiring the use of independent judgment; E
- Prepares and distributes requests for qualifications/proposals contracts for various professional consultants and construction services; E
- Maintains project records incorporates applicable information into site files records cost data and provides such reports as may be required relating to facilities construction and/or the State School Building Program; E
- Assists with prequalifications and postbid requirements monitors construction contract compliance the planning and timelines for project work with site administrators or program leaders; E
- Maintains records to assure compliance with California Environmental Quality Act (CEQA) and prepares and reviews initial studies and negative declarations; E
- Prepares and maintains an inventory of all District owned buildings and land and prepares periodic reports; E
- Oversees specialized studies which include but are not limited to annual enrollment projections annual development analysis biannual fee justification study annual schools facilities needs analysis new site analysis reports and annual facilities use and capacity analysis;
- Completes and submits State Allocation Board (SAB) forms within required timelines; receives and logs SAB approvals; submits amended forms to update data and maintains eligibility with SAB; answers questions on the classification and processing of documents of SAB projects;
- Researches and prepares documents related to state and District audits and responds to followup;
- Researches data and assists in preparing resolutions contracts studies reports and other documentation for District committees the Board of Trustees and local and state agencies;
- Monitors the collection of developer fees and mitigation payments maintains fee certificates and community facility District data; E
- Processes incoming requests for expenditures and related correspondence and transfers; verifies availability of funds correct budget codes completeness of paperwork and signatures;
- Provides information to the public regarding school attendance boundaries facilities use and developer fees; E
- Prepares and updates computerized and paper data files periodically to provide for a current and efficient system of tracking current and future new residential developments within the District to assist with annual enrollment projections and annual eligibility updates; E
- Prepares various legal notices and display ads for publications and/or posting; E
- Receives reviews and investigates requests for school site improvements and building modifications; E
- Meets with developers land use agencies and public officials in the Directors absence; E
- Responsible for making recommendations to the Director of Facilities relative to identifying school site needs and providing impact responses; E
- Plans and organizes work activities for the facilities department; trains supervises and evaluates the performance of facilities personnel; assures timelines are met;
- Adheres to and implements the certificated and classified bargaining agreements; E
- Performs job assignment safely for the purpose of protecting people and property; E
- Performs other jobrelated duties as assigned.
E Essential Functions
JOB REQUIREMENTS/QUALIFICATIONS:
Education:
- Bachelors degree from an accredited college or university with major course work in facilities management public administration business administration or related field is required.
Experience:
- Four (4) years of experience in either school facilities planning construction architecture city planning business administration accounting and/or related responsible work;
- Two (2) years supervisory experience;
- Experience in California public schools preferred.
Licenses Certifications and Testing:
- Pass a preemployment physical and drug test;
- A current and valid Tuberculosis (TB) clearance;
- Fingerprint clearance for school personnel;
- Must possess and maintain a valid California Driver License during the course of employment and be insurable by the Districts liability insurance carrier.
Knowledge and skills of:
- Principles methods practices and terminology used in architectural design;
- Applicable federal state county and local ordinances;
- California building codes; state and local zoning and ordinances;
- Division of the State Architect (DSA) requirements;
- Methods of funding school facilities;
- Applicable CEQA statutes laws rules and procedures; and California Department of Education (CDE) Office of Public School Construction (OPSC) and Department of Toxic Substances Control (DTSC) school facilities programs;
- Principles and techniques of establishing and maintaining good community relations;
- Standard office equipment and computer applications including Microsoft Office and Google Drive environments; with expertise in Excel PowerPoint and Adobe;
- Modern office methods procedures and equipment including recordkeeping principles methods and procedures filing systems letter and report writing.
Ability to:
- Routinely travel to District school sites community events and meetings;
- Work precisely and with attention to detail without immediate supervision;
- Compile maintain and submit accurate and complete records and reports;
