Department of Natural Resources Executive Directors Office
This position is located in the Executive Directors Office of the Colorado Department of Natural Resources. EDO exists to guide and supervise the activities of the eight Divisions within DNR in the development preservation and enhancement of Colorados natural resources for the benefit and enjoyment of its citizens both now and in the future.
The purpose of the work unit is to manage all aspects of procurement including solicitations contracting using purchase orders formalizing agreements and vendor agreements for the Department. These activities fall under the Group II Purchasing Delegation from the Colorado Department of Personnel and Administration to the Department of Natural Resources as well as individual delegations from the State Controller for norisk and lowrisk contract approvals. The unit ensures that all procurement activities are in compliance with the Colorado Procurement Code Fiscal Rules and applicable policies procedures and guidelines.

Description of Job


Specific job duties include but are not limited to:

Division Contracts Management:
  • Provide first level review of division contract actions submitted to DNR for Controller approval.
  • Review contract documents attached in DocuSign for accuracy and conformity to applicable rules and guidelines based on both an established set of review criteria and the exercise of professional judgment.
  • Provide first level review of division CORE encumbrance documents related to each underlying contract action.
  • Review other systems (e.g. CMS DocuSign) for both substantive completeness and procedural accuracy.
  • Work with division contract liaisons in order to correct deficient contract documents or processes in order to advance contract actions through the approval system.
  • Respond to division questions regarding best drafting practices contract standards and approval requirements.
Contract Drafting:
  • Draft assemble and route for execution the contracts needed by the Executive Directors Office (EDO).
Reference and Outreach to Division Staff:
  • Provide guidance and counsel to employees throughout the Departments divisions particularly procurement liaisons contract administrators and program/project managers by analyzing problems interpreting laws and statutes researching best practices and seeking information from the State Controllers Office Attorney General s Office and State Purchasing Office.
  • Train department staff on procurement rules and regulations and processes.
  • Assist agencies in setting up efficient procedures for processing purchases managing purchasing needs and monitoring vendor performance.
  • Work with division procurement liaisons and program managers to gain understanding and support of accountability and responsibility even when there are unique problems and/or circumstances.
  • May conduct audits of discretionary purchases contract monitoring and other division procurement activities.
Process Development & Improvement:
  • Recognize and characterize patterns of rework process anomalies or lack of expertise in individual division staff.
  • Devise strategies for improvement to processes training online resources etc. Finalizing process improvements may include gathering input from division staff peers or researching best practices.
  • Assist DNR Procurement Unit in updating modernizing and improving our internal processes to be a more efficient asset to meet division needs.

Minimum Qualifications Substitutions Conditions of Employment & Appeal Rights

Minimum Qualifications:
Six (6) years of professional experience of professional experience in procurement purchasing contract writingspecific experienceworking with program managers in developing and drafting contracts and/or written documents of comparable complexity/technicality overseeing the contract approval process and/or related activities or specialized experience in the subject area of the work assigned to the position.
OR
Two (2) years of professional experience of professional experience in procurement purchasing contract writingspecific experienceworking with program managers in developing and drafting contracts and/or written documents of comparable complexity/technicality overseeing the contract approval process and/or related activities or specialized experience in the subject area of the work assigned to the position.
AND
Bachelors degree in Business Administration Contract Management Procurement Paralegal Studies Project Management Government Political Science Economics Law or closely related field.

CONTRACT ADMINISTRATOR

Substitutions:
  • Additional appropriate experience will substitute for the degree requirement on a yearforyear basis.
  • Additional satisfactory completion of course work from an accredited noncorrespondence college or university in Business Administration Contract Management Procurement Paralegal Studies Project Management Government Political Science Economics Law or other field related to the assignment will be substituted on a yearforyear basis for the required general experience.
  • AJuris Doctor (JD) degree will substitute for the education and experience requirement.
If you are using a degree to substitute for the required experience you may be required to provide copies of your educational transcripts for verification of your qualifications if requested.

Conditions of Employment:
  • Colorado residency is required at the time of application.
  • Must possess computer skills and be capable of learning new computer programs.
  • You must be legally eligible to work in the United States to be appointed to this position. DNR does not sponsor nonresidents of the United States.
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify their application from the current position. (Please Note: Absent extraordinary circumstances prior disciplinary termination or resignation in lieu of termination will disqualify the applicant from future State employment with DNR).
Preferred Qualifications:
  • Current or former State experience relevant to this position
  • Previous experience with the States electronic accounting system (Colorado Operations Resource Engine or CORE).
  • Previous experience with CMS and/or DocuSign.
  • Experience in interpreting and applying State Fiscal Rules and Procurement Rules.
  • Professional experience in applying using reviewing or interpreting State of Colorado contracting rules and standards.
  • Experience in project management.
The current work arrangement for this position is as follows:

  • This is a Hybrid position Work is primarily performed from a home office however the selected candidate will at times report to the office at 1313 Sherman Street Denver CO for meetings trainings and projects as directed by the supervisor.
