The City of Richmond Department of Fire and Emergency Services is seeking to fill one Management Analyst Procurement position with the individuals having the following characteristics and skills: highly motivated; enjoys working in a peoplecentered team environment focused on customer service professional development and use of widely recognized best practices in public procurement; demonstrated effective oral/written communication skills; excellent analytical and problemsolving skills.
The Procurement Analyst supports the Fire Department by managing the acquisition of goods services and equipment in compliance with local state and federal procurement policies. This role ensures timely purchasing of critical fire and emergency response materials maintains vendor relationships supports contract management and provides strategic purchasing insights to enhance operational efficiency.
QUALIFICATIONS SPECIAL CERTIFICATIONS AND LICENSES:
Considerable knowledge in purchasing and procurement practices and processes invitations for bids (IFBs) and negotiated procurement; contracts; computer programs. Proficiency in Microsoft Office Suite (Word Excel PowerPoint etc.) Microsoft Project Oracle SharePoint Electronic Procurement programs automated financial systems Virginia and Richmond procurement codes and related government acquisition regulations and statutes mathematics finance contracts purchasing budgeting and contract management. Efficient skills in business writing negotiating (pricing terms and contract conditions) maintaining professional relationships collaborating with others and proofreading documents. Demonstrated abilities in attention to detail multitasking oral and written communication analyzing guides in terms of acquisition requirements and contractor capabilities effectively interacting with coordinating and resolve problems with personnel from varied backgrounds and organizations.
MINIMUM TRAINING AND EXPERIENCE:
Bachelors degree in accounting business administration finance or directly related field;
Two years of professional procurement experience involving the purchase of goods and services;
An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.

ENVIRONMENTAL HAZARDS:
Working conditions may include exposure to travel to other locations within the City of Richmond as well as outside of the City of Richmond. Working conditions include exposure to hazardous materials such as chemicals blood and other bodily fluids etc.; frequent exposure to hazardous physical conditions such as mechanical parts electrical currents vibrations etc.; atmospheric conditions such as dusts pollens fumes noxious odors dusts gases and poor ventilation. Conditions include extreme heights; extreme noise levels; extreme heat and cold temperatures; wet and humid conditions; inadequate lighting; bright/dim lighting; workspace restricting movement; traffic; and moving machinery. Conditions include environmental hazards such as dangerous animals/wildlife disease/pathogens explosives disruptive people imminent danger violence and a threatening environment. These conditions that may lead to injury or health hazards even though precautions have been taken.
PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments incumbents must be able to perform detailed work on multiple concurrent tasks with frequent interruptions and under time constraint. The essential duties of this classification require the ability to regularly climb balance stoop kneel crouch crawl reach stand walk push pull lift finger grasp feel talk hear see and perform repetitive motions. This job requires normal visual acuity and field of vision hearing speaking color perception sense of smell depth perception and texture perception. In terms of the physical strength to perform the essential duties this classification is considered to be light work exerting up to 25 pounds of force occasionally up to 10 pounds of force frequently and a negligible amount of force constantly to move objects.
