Description

The City of Richmond Department of Fire and Emergency Services is seeking to fill one Management Analyst Procurement position with the individuals having the following characteristics and skills: highly motivated; enjoys working in a peoplecentered team environment focused on customer service professional development and use of widely recognized best practices in public procurement; demonstrated effective oral/written communication skills; excellent analytical and problemsolving skills.

The Procurement Analyst supports the Fire Department by managing the acquisition of goods services and equipment in compliance with local state and federal procurement policies. This role ensures timely purchasing of critical fire and emergency response materials maintains vendor relationships supports contract management and provides strategic purchasing insights to enhance operational efficiency.

Duties include but are not limited to

  • Manages all procurement activities for the Fire Department encompassing sourcing bidding processes contract development and vendor negotiations.
  • Develops reviews and modifies Invitations for Bids (IFBs) Requests for Proposals (RFPs) and Requests for Qualifications (RFQs) as well as change orders and contract renewals ensuring completeness and compliance with procurement regulations.
  • Serves as the Departments representative on all procurement matters overseeing and managing all departmental requests submitted to the City of Richmond Procurement.
  • Tracks and manages the departmental budget costsaving initiatives and vendor performance (including delivery timelines and quality control) with meticulous accuracy.
  • Provides critical support for emergency procurement needs related to fire rescue and public safety operations.
  • Collaborates closely with Fire Administration Logistics and Finance teams to forecast and anticipate purchasing needs.
  • Prepares writes and updates various departmental procurement documents ensuring accuracy completeness and compliance in all documentation.
  • Analyzes historical purchasing data to identify and recommend opportunities for process improvement and cost savings.
  • Provides expert consultation and performs comprehensive procurement functions including the efficient processing of departmental requisition requests for approval.
  • Ensures all procurement activities strictly adhere to applicable policies procedures and legal requirements.
  • Identifies and implements strategic sourcing opportunities to achieve significant reductions in overall departmental costs.
  • Collaborates with Department management to strategically determine the optimal timing and most costeffective methods for acquiring necessary goods and services.
  • Responds promptly and effectively to internal and external inquiries and resolves procurementrelated issues.
  • Performs additional locally assigned duties including collaboration with Minority Business Program staff analysis and processing of cooperative agreements and management of expenditures.
  • Actively participates in professional development activities and functions to enhance procurement expertise.
This position is considered an Essential Personnel which means that the incumbent is required to work when the City is closed due to public emergencies critical or hazardous conditions or inclement weather.

Qualifications Special Certifications and Licenses

QUALIFICATIONS SPECIAL CERTIFICATIONS AND LICENSES:

Considerable knowledge in purchasing and procurement practices and processes invitations for bids (IFBs) and negotiated procurement; contracts; computer programs. Proficiency in Microsoft Office Suite (Word Excel PowerPoint etc.) Microsoft Project Oracle SharePoint Electronic Procurement programs automated financial systems Virginia and Richmond procurement codes and related government acquisition regulations and statutes mathematics finance contracts purchasing budgeting and contract management. Efficient skills in business writing negotiating (pricing terms and contract conditions) maintaining professional relationships collaborating with others and proofreading documents. Demonstrated abilities in attention to detail multitasking oral and written communication analyzing guides in terms of acquisition requirements and contractor capabilities effectively interacting with coordinating and resolve problems with personnel from varied backgrounds and organizations.


MINIMUM TRAINING AND EXPERIENCE:


Bachelors degree in accounting business administration finance or directly related field;

Two years of professional procurement experience involving the purchase of goods and services;

An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.

PREFERRED QUALIFICATIONS:


  • Professional certification in CPPB or CPM;
  • Commitment to providing bestinclass customer service through ethics collaboration innovation and professional growth;
  • Excellent communication (oral and written) analytical problemsolving and customer service skills;
  • Ability to transition easily between collaborative and individual work styles;
  • Professional experience in local government setting preferred but not required.

LICENSING CERTIFICATIONS and/or OTHER SPECIAL REQUIREMENTS:

  • VCA or VCO certified or the ability to obtain certification within 12 months of start date.

ENVIRONMENTAL HAZARDS:

Conditions include environmental hazards such as dangerous animals/wildlife disease/pathogens explosives disruptive people imminent danger violence and a threatening environment. These conditions that may lead to injury or health hazards even though precautions have been taken.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments incumbents must be able to perform detailed work on multiple concurrent tasks with frequent interruptions and under time constraint. The essential duties of this classification require the ability to regularly climb balance stoop kneel crouch crawl reach stand walk push pull lift finger grasp feel talk hear see and perform repetitive motions. This job requires normal visual acuity and field of vision hearing speaking color perception sense of smell depth perception and texture perception. In terms of the physical strength to perform the essential duties this classification is considered to be light work exerting up to 25 pounds of force occasionally up to 10 pounds of force frequently and a negligible amount of force constantly to move objects.
