Primary Purpose:
Coordinate the district federal/special programs. Collaborate with district staff and outside personnel to formulate develop implement and evaluate federal/special programs.
Qualifications:
Education/Certification:
Masters degree
Administrators certification/Counselors certification preferred
Special Knowledge/Skills:
Extensive knowledge of federal and state special education law.
Knowledge of federal and special grants and program rules and regulations including Title I IDEA Gifted & Talented ESL/Bilingual
Ability to implement policy and procedures and interpret data
Ability to manage and budget personnel
Strong organizational communication and interpersonal skills
Experience:
Two (2) years experience in federal program management preferred
Three (3) years in an administrative/leadership or school counselor role
Major Responsibilities and Duties:
Program Management
- Evaluate all federal legislation projects and programs for grant entitlement and allocation opportunities relevant to the needs of the district and make recommendations regarding participation.
- Participate in the drafting of project proposals and reports including the writing and development of program goals objectives and budget for federal/special funding of programs including preparing and submitting standard applications for federal funds to Texas Education Agency (TEA).
- Serve as liaison between school and other agencies on joint projects that are federally funded.
- Monitor grantfunded programs and their expenditures to ensure compliance with regulations and guidelines and ensure that programs are cost effective and managed wisely.
- Advise superintendent or designated administrator of the financial and administrative impact on the district of current and impending legislation.
- Develop and implement a continuing evaluation of federal/special programs and implement changes based on the findings.
- Compile budget and cost estimates based on documented program needs.
- Serve as liaison to the Southeast Texas Cooperative for Special Services and also coordinate the districts efforts to com;ly with TITle II of the Americans with Disabilities Act of 1990 which incorporates and expands upon the requirements of Section 504 of the Rehabilitation Act of 1973.
- Serve as the contact for SHARS/fMAC reporting with the CFO.
- Plan develop coordinate train and provide leadership to the district guidance and counseling.
- Work with teachers and administrators to effectively implement academic and behavior MultiTier Systems of Support (MTSS).
- Direct the district programs for Gifted and Talented Homebound Foster Care At Risk Highly Mobile and McKinney Vento and Parent & Family Engagement.
- Communicate with parents administrators counselors teachers community agencies and other relevant individuals regarding the success of students in special programs.
- Write implement coordinate and monitor the districts curriculum for counseling; provide districtwide staff development for counselors and campus sites aas needed; and be a part of the assessment process for the district counseling department.
Policy Reports and Law
- Compile maintain and file all reports records and other documents required including mandatory financial reports to TEA. Work with data processing staff to assure accurate PEIMS reporting for dropouts and to assure an adequate tracking of students within assigned program areas.
- Assist with the collection processing and distribution of pertinent data and interpret this information for guidance to the administrative and instructional staff.
- Compile maintain and file all physical and computerized reports records and other documents as required.
- Comply with policies established by federal and state law State Board of Education rule and the local board policy.
- Recommend sound policies to improve Gifted and Talented Advanced Academics EB and Bilingual program.s
- Follow district safety protocols and emergency procedures.
