Job Description

CEA Salary Range $22.37 $31.60

POSITION TITLE: Planning/Permits Technician

REPORTS TO: Assistant Planning Manager/Planning Director

SUPERVISES:

PURPOSE OF POSITION: Responsible for assisting in the efficient operation of the Planning and Permits Department through the performance of administrative support functions requiring a high level of confidentiality and sound independent judgment.

ESSENTIAL FUNCTIONS:

Composes written departmental documents including correspondence reports and memos utilizing independent judgment along with a detailed knowledge of departmental procedures and policies.

Executes independent action or discretion to resolve problems/complaints encountered taking established departmental procedures into consideration.

Assist in maintaining inventory of departmental supplies and orders as necessary.

Confers with persons seeking information obtains required data and makes necessary determinations and calculations answers questions and explains procedures regarding a wide variety of billings ordinances and other City policies and regulations.

Creates and routes case files to appropriate city departments and outside agencies for review and ensures case listings on City Council agenda.

Advises case applicants regarding the application process; prepares notifications to the applicants with the approval/denial of request.

Prepares new ordinance or text amendment from draft as a result of approved rezoning applications.

Prepares legal ads and tracks the public notices property posting and mail notice requirements for individual cases.

Answers questions and provides information to the public by telephone and in person regarding zoning platting building construction and other City codes.

Assists with the administration of requests for variances of the zoning ordinance submitted to the Board of Adjustment.

Assists the Chief Building Official in the administration of all building permit applications from the public and contractors.

Performs computer input and retrieval functions utilizing various software programs as related to job duties.

Prepares meeting agendas for public information.

Performs computer input and retrieval functions utilizing various software programs as related to job duties.

Attends night meetings as required (12 per month).

Attends meetings of the Board of Adjustment Planning Commission Design Review Board and others as necessary takes and transcribes meeting minutes.

Establishes and maintains effective working relationships with the public developers contractors outside agencies government officials supervisors and coworkers.

Answers the telephone directs calls to appropriate personnel takes accurate messages and/or handles inquiries.

Establishes and maintains a paper or electronic filing system of departmental documents.

Makes copies of correspondence and other printed material.

Maintains an uptodate appointment schedule for supervisor.

Opens reads routes and distributes mail and other materials and responds independently to routine matters.

Utilizes a wide variety of standard office equipment in the performance of duties including fax photocopier calculator typewriter and personal computer.

Compiles and prepares reports forms data and summaries checking against a variety of records in order to ensure complete and accurate information.

*Attendance at the assigned work location is an essential function.

MARGINAL FUNCTIONS:

Performs other duties as directed or as the situation dictates.

ESSENTIAL KNOWLEDGE EXPERIENCE AND ABILITY:

Knowledge of the structure and content of the English language including meaning and spelling of words

Knowledge of administrative and clerical procedures and systems such as word processing managing files and records transcription designing forms and other office procedures and technology.

Knowledge of and the ability to utilize computers and software applications in the performance of job duties.

Ability to maintain departmental records to compile information and prepare accurate reports.

Ability to utilize proper telephone etiquette.

Ability to work independently prioritize work meet deadlines and make decisions based on established procedures and policies.

Ability to communicate effectively both orally and in writing.

Ability to understand and follow both oral and written instructions.

Ability to accurately perform mathematical calculations in the performance of job duties.

Ability to maintain cooperative working relationships with fellow employees supervisors government officials and the public.

Ability to plan and organize a personal work schedule set priorities and meet deadlines.

Ability to maintain the confidentiality of all departmental documents and transactions.

EDUCATION AND EXPERIENCE

High School diploma or equivalent.

Previous secretarial experience preferred.

ESSENTIAL PHYSICAL DEMANDS AND TYPICAL WORKING CONDITIONS:

The physical demands and work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Work is generally performed indoors in an office setting and requires routine bending lifting and carrying supplies books files and other materials. The incumbent is required to frequently sit for extended periods of time talk hear and must have the ability to transport themselves from various locations within the fleet maintenance building. Handeye coordination is necessary to operate computers and various other pieces of equipment. While performing the duties the incumbent is required to use hands to finger handle feel or operate objects or controls and to reach with hands and arms. Work hours may occasionally be required in times of darkness. Vision abilities required include close vision and the ability to adjust focus. The noise level is usually quiet or moderate.
