About the Position
The purpose of this position is to provide direct supervision to the Procurement Specialists within the Office of Contracts and Procurement. This includes overseeing and reviewing individual workloads to ensure work is performed; developing and managing employee performance; and providing guidance to employees and other public health personnel on Public Health purchases. This position will report to the Contracts and Procurement Manager. Funding for this position is from a grant from the Centers for Disease Control and Prevention for Public Health Infrastructure Development. As such the position shall be focused on how broader communitywide collaborative efforts can be improved by the development of performance management within our own departmental programs.

We Require
- Three years of progressively responsible procurement experience in public sector/government procurement
- Two years in a supervisory or lead role
- Bachelors degree in Business Administration Public Administration Supply Chain Management or a related field
- Postsecondary education or experience in a related field above the listed minimum requirement may substitute for the experience requirement on a yearforyear basis
- Demonstrated experience managing both formal and informal solicitations (e.g. RFQs RFPs IFBs)
- Documented experience with contract negotiation contract lifecycle management and vendor performance evaluation
- Working knowledge of government procurement processes regulations and laws (e.g. Uniform Guidance FAR local procurement codes)
- Proven ability to work independently and manage competing priorities deadlines and stakeholder expectations
- Experience with Microsoft Office Suite (Outlook Word Excel PowerPoint
- An equivalent combination of education and relevant experience may be substituted for the stated requirements

- Holds a public procurement certification such as a Certified Professional Public Buyer (CPPB) Certified Public Procurement Officer (CPPO) NIGP Certified Procurement Professional (NIGPCPP) Certified Contract Manager (CCM) or Certified Purchasing Manager (CPM)

Job Contributions
Supervisory Duties:
- Supervise a team of Procurement Specialists including daily oversight and workload management
- Monitor daytoday purchasing activities within the Purchase Portal
- Oversee the timely and compliant completion of all informal solicitations
- Ensure proper documentation is maintained for all procurements to meet audit requirements
- Identify and correct deficiencies and continuously work to improve procurement processes
- Conduct regular biweekly oneonone meetings with staff
- Complete annual performance evaluations and quarterly checkins using the Workday system
- Lead recruitment onboarding and training efforts for new procurement staff
Procurement Management:
- Serve as the lead for all MCDPH informal procurements under $100000 ensuring
each procurement process aligns with applicable legal policy and regulatory
requirements. These include but may not be limited to:
Requests for Quotes (RFQs)- Task Orders
- Nominal Value Purchases
- Sole Source and Competition Impracticable Requests
- Support emergency or timesensitive procurements during public health
incidents or other urgent needs
Customer Service & Technical Support:
Provide technical guidance to internal and external stakeholders on:
- MCDPH processes/procedures
- Allowable costs and eligible expenditures
- Gift cards and food purchases
- Special procurement methods (e.g. sole source competition impracticable)
- Compliance with the Maricopa County Procurement Code MCDPH policies County Finance policies federal procurement regulations and OMB Uniform Guidance
Process Improvement & Compliance:
- Identify and implement process improvements across procurement functions
- Develop and maintain Standards of Work (SOW) and procedural documents
- Conduct and document annual audits of MCDPH PCard and Ghost Card holders
- Maintain and update MCDPH procurement policies and procedures to ensure continued compliance and operational efficiency
- Track and report key performance indicators (KPIs) for procurement operations (e.g. turnaround time compliance rates volume of informal procurements)
- Monitor vendor performance and maintain vendor files including debarment checks and documentation of service issues
Training & Education:
- Develop coordinate and deliver training sessions on procurement topics for MCDPH staff and stakeholders
Collaboration & Communication:
- Act as the primary liaison between MCDPH and other County departments
(e.g. OPS Finance MCAO Risk Management ETI) on procurement
matters - Work collaboratively with Divisions and Programs to foster strong
communication resolve issues and promote a culture of partnership
Working Conditions
- Within one month of hire all employees are required to provide evidence of immunity or receive immunizations for vaccinepreventable illnesses for any position within the Maricopa County Department of Public Health; required immunizations include MMR (measles mumps rubella) Tdap (whooping cough and diphtheria) Varicella (chickenpox) and annual Influenza; some positions require a Hepatitis B vaccine and/or a Tuberculosis test
- Must possess or be able to obtain a valid Arizona drivers license by the time of hire
- CAPA certification is required within two months of hire
- Exerting up to 20 lbs. occasionally 10 lbs. frequently or negligible amounts constantly OR requires walking or standing to a significant degree
- Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions
