Job Description

Description of Work

This position is eligible for a flexible/hybrid telework schedule under the State of NC Telework Program.

The NC Department of Adult Correction (DAC) is hiring an Agency HR Consultant III (Grievance & Settlements Consultant). This position is located in the central DAC Human Resources Office.

The Grievance & Settlements Consultant works with sensitive and confidential information to identify and administer HR actions needed to carry out legal agreements and orders including but not limited to mediation agreements and Final Agency Decisions arising from the formal employee grievance process settlement agreements Industrial Commission orders Office of Administrative Hearing orders Court of Appeals decisions and Supreme Court opinions.

The Grievance & Settlements Consultant translates information contained in mediation agreements Final Agency Decisions and a variety of legal documents into a plan to effectuate settlement agreements and legal orders. To accomplish this the Consultant reviews and researches legal documents and historical data to organize information into a written plan outlining HR actions needed to carry out the conditions set forth in the legal agreement or order. Once the action plan is compiled the position coordinates with other sections throughout DAC HR the Office of State Human Resources and the State Controllers Office (BEST Shared Services) to ensure efficient processing of all HR actions which may include actions involving employment status pay leave benefits and other organizational factors.

Job duties include:

  • Consult with internal and external parties such as DAC legal counsel Office of State Human Resources State Retirement System Employment Security Commission BEST Shared Services Stat eHealth Plan Attorney Generals Office DAC Central Human Resources Payroll and the various DAC Divisions (including leadership management regional and field/facility staff) as well as current and former employees.
  • Initiate or approve specific HR actions including reinstatement salary adjustments suspension without pay demotion as well as identifying and determining actions required to correct data in the Integrated HRPayroll System (HRIS) and to generate correct employment status pay leave and other benefits.
  • Utilize extensive knowledge and understanding of payroll calendars State service time wage type reporting time and leave retirement credit and work schedule rules to calculate backpay and related benefits and to process and load a variety of actions in the HRIS.
  • Utilize State policies related to benefits programs and salary administration to ensure accuracy and compliance with legal agreements and orders. Work with various internal teams to research and verify time work schedules leave accruals and adjustments and benefits.
  • Develop and utilize tools using a variety of applications including MS Office applications SmartSheet and other applications to efficiently track necessary data.
  • Review negotiated settlement documents to answer/address complex issues related to pending settlement agreements.
  • Provide settlement information to various State agencies and external offices/entities.
  • Develop and maintain a Settlement Manual as policies and procedures change. Disseminate revisions to the appropriate internal areas
  • May be required to respond to interrogatories and requests for admission give depositions and testify in legal proceedings.

This position may also verify accuracy of documents submitted for Disciplinary Suspension Without Pay actions as well as reinstatement from Disciplinary Suspension Without Pay and processes and/or corrects suspension and reinstatement actions.
This is a fulltime position (40 hours per week) withState Benefits. The work schedule is Monday Friday 8am 5pm (or as otherwise agreed upon). This position is eligible for a hybrid telework schedule. Telework is under the conditions set forth in the State Teleworking Program Policy and the employer may end any teleworking arrangement at any time based upon the discretion of the Agency head or designee(s).

About the Department of Adult Correction (DAC)
The North Carolina Department of Adult Correction is responsible for the care custody and supervision of all adults sentenced after conviction for violating North Carolina laws. This department includes State Prisons Correction Enterprises the Division of Community Corrections and the Division of Rehabilitation & Reentry.

Bachelor s degree typically in Human Resources or related field from an appropriately accredited institution and 4 years of experience required; or High school or General Educational Development (GED) diploma and 6 years of progressive experience in Human Resources; or equivalent combination or education and experience.
