Universal Services is the enterprise IT solutions center for the departments and offices of Harris County providing Information Technology Public Safety and Justice Technologies 311 Constituent Engagement Services Fleet Services and Records and Information Governance Services.

Position Overview:
The Director of Data Solutions and Analytics is responsible for planning coordinating and evaluating the various services policies and is a senior executive responsible for overseeing the data management and analytics strategy within Universal Services and stakeholders. This position plays a critical role in driving a datadriven culture ensuring data governance enhancing data analytics capabilities and utilizing data to inform decisions to ultimately enhance public services and improve the efficiency and effectiveness of certain county operations.
This role is pivotal in ensuring data assets are aligned with Harris Countys goals and that they comply with relevant state and federal level regulations.
The position would report to the Chief Information Officer and Executive Director of Universal Services.
Job Duties:
Data Strategy and Leadership:
Develop and implement the Universal Services overall data strategy.
Lead the data management analytics and business intelligence functions to align with Harris Countys objectives.
Combine leadership analytics governance and innovation to ensure that data is effectively utilized to drive business objectives and decisionmaking.
Data Governance:
Lead development of data warehouse initiatives for mission critical efforts including but not limited to Commissioners Court directives customer department priorities and Universal Services efforts to support data classification catalog and mining.
Manage complex meetings working groups and stakeholder dynamics related to data governance.
Stay abreast of industry trends and emerging technologies for continuous refinement of data management practices.
Familiarity with data privacy laws (GDPR CCPA HIPAA etc.).
Innovation Research and Technology Adoption:
Explore and executing new datadriven use cases aligned with County needs including collaboration with the Sr. Manager of Innovation to explore and implement new data technologies and tools to encourage innovative solutions
Identify resources and other needs general challenges priorities technology research and partnership opportunities.
Oversee data and research projects
Stay abreast of industry trends and emerging technologies for continuous refinement of data management practices.
Analytics & Business Intelligence:
Plan manage execute and report on analytics projects regarding department operations.
Guide teams to provide effective decision support through modeling and other analytical tools.
Oversee the integration of data from various sources ensuring it can be analyzed and reported effectively.
Collaboration and Stakeholder Engagement:
Work with key stakeholders (internal and external) to align data initiatives with business objectives.
Act as a liaison between the data team and other departments to ensure seamless communication and data usage across the organization.
Manage relationships with key government stakeholders and external partners
Team Management & Development:
Lead mentor and develop the data analytics team fostering a highperformance culture.
Possess strong interpersonal relationship skills including influencing consulting and relationship management.
Hire and retain top data talent building a strong datadriven team.

Education:
Bachelors Degree in a scientific technical business or quantitative field with 10 years previous related experience required
OR
Masters Degree or equivalent in a related field with 8 years of previous related experience required
Experience:
Expertise in Microsoft Office Suite big data analysis and analytic tools (ex: Tableau Python Power BI SQL R)
Proven experience in senior leadership role and experience with elected stakeholders
Knowledge Skills & Abilities:
Experience in managing crossfunctional teams and projects.
Deep knowledge of strategy innovation data management AI and business intelligence tools.
Expertise in data governance frameworks and regulatory compliance.
Excellent leadership analytical problemsolving and decisionmaking skills

Education:
Masters degree in Data Science Public Administration or other relevant field.
Experience:
Experience leading large crossfunctional teams and managing data infrastructure.
Knowledge Skills & Abilities:
Industry certifications in data science analytics or related fields.
Experience with cloud technologies and big data platforms (e.g. AWS Azure GCP)
Previous experience in a highly innovative or digitalfirst organization.

Work Arrangement:
Hybrid (4 Days onsite/1 Day Work from Home)
