JOB SUMMARY The Director of Tribal Enrollment provides a strategic leadership and oversight of the Picayune Rancheria of the Chukchansi Indians enrollment function. This position manages the full lifecycle of enrollment operations ensuring compliance with the Tribes Constitution Enrolment Ordinance and applicable laws. The Director develops and enforces enrollment policies and procedures supervises Enrollment Department staff and serves as the primary liaison to the Enrollment Committee Tribal Council and relevant federal agencies. The Director safeguards the integrity of the enrollment data oversees the digitization and security of records and drives continuous improvement in enrollment processes.
ESSENTIAL DUTIES:
Provide leadership and supervision to the Enrollment Department including staff development performance management and oversight workflow.
Lead the development and implementation of enrollment policies and procedures in collaboration with the Enrollment Committee.
Ensure compliance with Tribal federal and legal standards governing enrollment records retention and data privacy.
Manage and secure enrollment records including digitization archival and secure storage of sensitive documentation.
Oversee preparation and review of applications letters of determination and related correspondence for Tribal Council consideration.
Coordinate with the Bureau of Indian Affairs (BIA) and other tribal entities to ensure accurate and official recognition of Tribal membership.
Serve as the primary point of contact for Tribal programs requiring enrollment verification for service eligibility.
Facilitate quarterly Enrollment Committee meetings and support committee functions documentation and decision tracking.
Represent the Tribe at relevant enrollment conferences training and intertribal forums.
Oversee special enrollmentrelated processes such as burial assistance DMV verification and Yosemite National Park waivers.
Maintain and update digital platforms and systems related to enrollment including the integration of scanning and database tools.
Supports departmental operations through additional duties as needed.
QUALIFICATIONS:
EDUCATION
Bachelors degree in public administration tribal governance records management or a related field preferred. An equivalent combination of education and experience may be considered.
EXPERIENCE:
Minimum of five (5) years of progressive experience in enrollment records management or tribal
government including at least two (2) years in a supervisory capacity.
Solid understanding of Tribal government operations including federal programs for Native American Tribes and official enrollment processes.
Familiarity with the enrollment procedures of the Picayune Rancheria of the Chukchansi Indians is highly desirable.
Proficient in computer applications and digital recordkeeping systems with the ability to learn specialized software such as Progeny and utilize scanning and digitization tools used by the Enrollment Department.
Strong knowledge of Tribal constitutions enrollment laws and membership eligibility standards.
Demonstrated leadership experience in managing staff and departmental operations.
Excellent organizational skills and keen attention to detail when working with sensitive and confidential records.
Effective communicator with strong interpersonal skills and the ability to collaborate across committees and Tribal government entities.
Committed to confidentiality and the preservation of Tribal sovereignty in all professional duties.
Possession of a valid drivers license a clean driving record and current auto insurance.
REQUIRED KNOWLEDGE SKILLS AND ABILITIES:
Familiarity with the Tribes Constitution laws and cultural practices is preferred but not required.
Ability to work effectively in a fastpaced highpressure and resultdriven environment.
Strong interpersonal skills with excellent verbal and written communication abilities.
An ability to manage multiple tasks simultaneously with integrity and a strong commitment to accuracy.
Highly organized detailoriented and capable of managing projects independently.
Comfortable interacting with individuals at all levels within the Tribe.
Proven ability to complete tasks in a timely and accurate manner.
Must maintain strict confidentiality in all matters.

PRCI TRIBAL PREFERENCE: In accordance with applicable Tribal law and Title VII of the Civil Rights Act of 1964 the Picayune Rancheria of the Chukchansi Indians (PRCI) Administration provides employment preference to enrolled PRCI Tribal Members. To qualify applicants must submit valid proof of enrollment.
Tribal Members who meet the minimum qualifications will be given preference in hiring promotion transfer and layoff decisions. During the interview process PRCI Tribal Members will receive an additional 7.5 points (10% of the 75point interview rubric). NonPRCI Native American candidates will receive an additional 5 points (6.7% of the total points) in accordance with Indian Preference guidelines.
INDIAN PREFERENCE STATEMENT: In compliance with 25 CFR Part 276 and Title VII of the Civil Rights Act Sections 701(b) and 703(i) employment preference shall be given to qualified applicants who are enrolled members of the Picayune Rancheria of the Chukchansi Indians and secondarily to another qualified American Indian/Alaska Native Candidate.
