General Description

Performs complex (journeylevel) data analysis and data research work. Work involves conducting detailed analysis of water loss and conservation data implementing quality assurance and quality control and summarizing results in documents. Manages the performance and administrative activities associated with the Loss Use and Conservation (LUC) online reporting application and associated reports and databases. May train others. Works under general supervision with moderate latitude for the use of initiative and independent judgment. Reports to the Manager of the Municipal Water Conservation Department.

Essential Job Functions

  • Serves as the subject matter expert on the LUC application or associated reports and databases. 
  • Assesses the performance and administers activities of the LUC application.
  • Serves as a liaison with internal program areas within the Information Technology and Water Supply Planning divisions and external customers regarding the LUC application and associated reports and databases.
  • Documents procedures and manuals regarding the LUC application and associated data and reports.
  • Develops and implements effective techniques for evaluating the LUC application.
  • Develops and implements quality control procedures and monitors data quality assurance.
  • Collects queries and analyzes data and summarizes findings in reports.
  • Tests troubleshoots and assists in the resolution of problems relating to the LUC application.
  • Trains staff and assists in the use of data applications and systems.
  • Responsible for the business areas needs in the new year setup of the LUC application. 
  • Prepares visuals and presents data from the annual and fiveyear reports and other conservation related data. 
  • Responds and prepares material for stakeholder inquiries related to the annual and fiveyear report and other conservation related data.
  • Provides technical assistance to internal and external stakeholders on information associated with water conservation plans and annual reports and water loss reports contained in the LUC application.
  • Researches and provides written and verbal responses to public interagency and intraagency inquiries.
  • Conducts presentations on data at public meetings workshops seminars and conferences.
  • Ensures continued alignment of the online reporting of the water use survey the water loss audit and the water conservation annual report and water conservation plans as well as other reports and forms as necessary. 
  • Works with stakeholders to identify user needs and valueadded data products or enhancements to application.
  • Identifies enhancements to the LUC application and provides guidance in the development and integration of new methods and procedures.
  • Analyzes plans and tests enhancements to applications as the business area liaison to the Information Technology Division.
  • Maintains confidential and sensitive information.
  • Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agencys records retention procedures and schedule. 
  • Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include attending mandatory training courses.
  • May be required to operate a state or personal vehicle for business purposes. 
  • Performs other duties as assigned. 

 


Qualifications :

Minimum Qualifications

  • Graduation from an accredited fouryear college or university with a bachelors degree in Engineering Water/Natural Resources Sustainability Environmental Science Information Technology Geographic Information Systems Data Science or a related field.
  • Four years of relevant work experience in data research querying compilation reviewing analysis reporting managing and/or visualization.
  • Experience with SQL Servers Microsoft Access or other relational databases.
  • Relevant education and experience can be substituted for each other on a yearforyear basis.

Preferred Qualifications

  • Graduate degree from an accredited fouryear college or university with a masters or doctorate degree in Engineering Water/Natural Resources Sustainability Environmental Science Information Technology Geographic Information Systems Data Science or related field.
  • Experience with water resources of Texas. 
  • Experience with water utility operations water loss and municipal water conservation in Texas and other states. 
  • Experience with ArcGIS applications including Pro Spatial Analyst ArcPy and Model Builder.
  • Experience with Power BI or other similar tools.
  • Experience with Google Analytics HTML Dreamweaver or Cascade Management System

Knowledge Skills and Abilities (KSAs)

  • Knowledge of local state and federal laws and regulations relevant to Municipal Water Conservation Department.
  • Knowledge of the principles and practices of public administration.
  • Knowledge of relational database concepts techniques and analysis.
  • Knowledge of running queries.
  • Knowledge of statistics and analyzing datasets.
  • Knowledge report writing and presenting findings. 
  • Knowledge of Geographic Information System concepts techniques and analysis.
  • Knowledge of data models database design development data mining and segmentation techniques.
  • Knowledge of record keeping including security procedures for handling protecting and distributing confidential data.
  • Skills in using Microsoft Office programs such as Word Excel and Access.
  • Skills in use of internet email word processing spreadsheet presentation and database software.
  • Skills in scientific data management analysis testing and quality assurance.
  • Skills in the use of a computer and applicable software in analyzing problems and devising effective solutions in conducting data searches in evaluating and translating large amounts of data and in critical thinking.
  • Skills in using SQL and SQL Server Reporting Services and editing SQL queries and stored procedures.
  • Skills in using Geographic Information Systems and computer programming.
  • Skills in using Power BI or other similar tools.
  • Skills in using Google Analytics HTML Dreamweaver and Cascade Management System.
  • Ability to adhere to work schedules follow procedures with respect to leave and submit accurate timesheets by prescribed deadlines. 
  • Ability to make mature objective decisions and identify areas of potential problems. 
  • Ability to perform effectively and willingly when changes occur in scope and nature of the work and work environment.
  • Ability to perform routine and nonroutine work assignments accurately and ontime with little or no supervision.

  • Ability to prepare reports.

  • Ability to meet inoffice schedule requirements.
  • Ability to stand/sit/move to perform activities such as retrieve/replace files in a large file system for boxes up to 30 lbs.
  • Ability and willingness to travel 10% of the time primarily within the State of Texas. 
  • Ability to operate a vehicle (state or personal) for state business and maintain a drivers license and driving record that complies with state and agency requirements.
  • Ability to work shifts that may exceed 8 hours including early mornings nights and weekends.
  • Ability to train others.
