Job Description

Position Title: Director of Finance


Reports to: Assistant Superintendent for Finance and Operations


FLSA Status: Exempt: NonUnion

JOB GOAL:

This position is accountable for serving the district in all matters related to financial services under the direction of the Assistant Superintendent for Finance and Operations and in accordance with appropriate statutes regulations and School Committee policy.

GENERAL SUMMARY:

The Director of Finance reports to the Assistant Superintendent for Finance and Operations. Reporting to the Director of Finance are the Special Education Finance and Operations Manager (1) Payroll Specialist (1) Financial Analyst (1) Finance Assistant (1) and Accounts Payable/Finance Clerks (2). The Director is responsible for managing a servicedriven operation and team focusing on all financial matters of the district which include financial tracking and reporting for general fund grant and special revenue funds revenue tracking and reconciliation certified and classified payroll student activities nontax levy funds budget development and related state and federal financial reporting.

The Director collaborates with all district staff including district leaders building principals program coordinators department heads and teaching and support staff. The Director works in partnership with employees from the Town of Lexington municipal offices.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Fiscal administration of grants
  2. Managing Student Activity accounts
  3. Endofyear Report
  4. Food services profit and loss
  5. MUNIS permissions and training new employees on MUNIS
  6. Accounting transactions
  7. Account numbers and the chart of accounts
  8. Forecasting and monitoring all district funds/grants
  9. Recruiting and hiring approvals
  10. Monitoring position control
  11. Monitoring supplemental approvals
  12. Monitoring the school districts budget and preparing ongoing budgetary reports
  13. Recommending and performing budget line item transfers
  14. Assisting in the compilation of the annual school budget book and performance report
  15. Assisting in collective bargaining negotiations as needed
  16. Supervision and evaluation of the finance office staff in collaboration with the Assistant Superintendent of Finance and Operations

SUPERVISORY RESPONSIBILITY:

In collaboration with the Assistant Superintendent for Finance and Operations the Director will supervise and evaluate the following positions: the Special Education Finance and Operations Manager (1) Payroll Specialist (1) Financial Analyst (1) Finance Assistant (1) and Accounts Payable/Finance Clerks (2).

MINIMUM EDUCATION & EXPERIENCE:

A bachelors degree in public administration business accounting or an appropriate academic discipline is preferred. At least three to five years of experience in school finance and budget management is preferred.

QUALIFICATIONS:

Knowledge and Skills:

  • Comprehensive knowledge of the Massachusetts Department of Elementary and Secondary Education (DESE) requirements and public school finance including knowledge of relevant Federal State and local laws codes and regulations.
  • Comprehensive understanding of the principles and practices of financial accounting and reporting.
  • Demonstrated effective administrative and management skills including supervision of multiple office staff.
  • Advanced knowledge and skills using technology including MS Excel (e.g. pivot tables advanced formulas dataset manipulation) Google Suite applications etc. Experience working with an automated human resources/financial accounting software (MUNIS preferred) and electronic timesheet and absence management software.

Demonstrated Ability to:

  • Work in a racially and culturally diverse teaching and learning community.
  • Assist in successfully managing multiple priorities and projects.
  • Assist in compiling and analyzing financial data with high accuracy and attention to detail.
  • Assist in developing communications for various constituents including staff parents/caregivers boards committees residents and municipal partners.
  • Exercise discretion with sensitive and confidential information.
  • Understand develop and improve internal controls and processes related to financial management.
  • Create budgets that align with the Districts priorities
  • Experience in the fiscal administration of grants

  • Complete the End of Year Report

  • Accounting transactions and account numbers
  • Forecasting and monitoring all District funds/grants

  • Monitor the District budget and prepare budget reports as requested
  • Recommend and perform budget line item transfers
  • Assist in the compilation of the annual budget book and consistent performance reports
  • Assist in collective bargaining negotiations as needed
  • Supervise and evaluate finance office staff

TERMS OF EMPLOYMENT

Salary Range: Commensurate with experience

Work Year: 12 months

Vacation: 20 days to start. After 10 years 25 days.

Sick: 15 days carried over without limit

Personal: 3 days annually no carryover

Bereavement: 5 days in the case of the death of an employees family or household member.

Holidays: Based on observed holidays for district leaders.
