SUMMARY
Working Title: Smart Cities Program Coordinator
The Smart Cities Program Coordinator will support the City of Charlottes Innovation & Technology team in driving initiatives that make the city more connected inclusive efficient and responsive through the strategic use of data and technology. This juniorlevel role is ideal for someone passionate about civic innovation urban technology and public service who is eager to gain handson experience managing Smart Cities programs. The Program Coordinator will play a vital role in coordinating projects engaging stakeholders managing budgets and leading communications campaigns that connect residents with the citys smart programs. The ideal candidate will also monitor project spending and develop public outreach strategies for highimpact initiatives including CiviForm Access Charlotte and Learn2Earn.
Key Responsibilities:
Project & Program Coordination
- Support the planning documentation and execution of Smart City pilot projects and operational initiatives.
- Fully own assigned projects and ensure timely delivery by managing deadlines delegating tasks and tracking KPIs.
- Use project management tools (e.g. Jira Asana MS Project ) to organize workflows timelines and updates.
- Monitor project budgets and spending for major initiatives such as CiviForm Access Charlotte and Learn2Earn identifying risks and controlling for unexpected costs.
Stakeholder Engagement & Communications
- Serve as the internal and external liaison for Smart Charlotte maintaining a current digital Rolodex of partners and collaborators.
- Own and develop communication campaigns to raise public awareness and understanding of Smart Charlotte programs and services.
- Coordinate with communications and marketing teams to support publicfacing events and storytelling tied to Smart Charlotte initiatives.
- Prepare and deliver presentations dashboards and reports to communicate progress and impact to internal and external audiences.
Financial & Budget Management
- Manage the Smart Charlotte operational budget ensuring transparency fiscal accountability and proactive tracking of expenses.
- Monitor spending especially for complex crossdepartmental projects like CiviForm identifying and addressing financial risks.
Grant Research & Proposal Development
- Support the identification and pursuit of grant funding opportunities particularly in the areas of smart cities digital equity and urban innovation.
- Assist in writing grant proposals collecting performance data and coordinating compliance and reporting requirements.
Research & Knowledge Management
- Conduct background research on emerging technologies urban innovation best practices and publicprivate partnerships.
- Help grow and manage the Smart Charlotte ecosystem by identifying and nurturing new strategic relationships.
Minimum Qualifications
- Bachelors degree in Public Administration Urban Studies Information Technology Data Science Environmental Studies or a closely related field;
An equivalent combination of education training and relevant experience may be considered in place of a degree. - At least 1 year of relevant experience in project coordination communications public administration civic technology or a related role.
- Demonstrated ability to manage multiple projects in a fastpaced deadlinedriven environment.
- Strong written and verbal communication skills with the ability to engage diverse internal and external stakeholders.
- Experience using Microsoft Office Suite including Outlook Word Excel and PowerPoint.
- Familiarity with project management tools (e.g. Jira Asana or MS Project).
- Demonstrated interest in technology data and public service.
Preferred Qualifications
- 23 years of professional experience in a related role particularly in civic innovation smart city programs or local government operations.
- Experience developing or managing publicfacing communications or community outreach campaigns.
- Knowledge of Smart Cities principles digital equity and emerging civic technologies.
- Experience with budget tracking and financial reporting for projects or programs.
- Familiarity with grant research and proposal writing processes.
- Proficiency in collaboration tools such as Microsoft Teams and SharePoint.
- Experience with data visualization tools like Power BI or Tableau is a plus.

CONDITIONS OF EMPLOYMENT
