Overview:
THIS WORK MATTERS!
Department of Community Human Services (DCHS) approximately 300 contracts/amendments per fiscal year and is responsible for a contracted budget of over 65 million dollars. Of the 65 million contracted dollars 45% of these dollars come from federal and state funding sources. Contracts continuing federal or state funding come with added technical and administrative requirements that must be reviewed interpreted monitored and included in vendor contracts. The purpose of this position is to develop the most complex human services contracts for DCHS Administration Aging Disability and Ventrans Services Division (ADVSD) Intellectual and Developmental Disabilities Services Division (IDDSD) Youth and Family Services (YFS) including Schools Uniting Neighborhoods Service System (SUN SS) Community Services (CS) Weatherization and Energy Services Domestic and Sexual Violence Coordinators Office (DSVCO) and Preschool for All (PEL) which are clear accurate well written in accordance with applicable laws rules policies and procedures and are consistenly deivered in a timely manner. This position is responsible for assuring accountability in the contracting and expenditures of public funds and performs a variety of professional and technical tasks related to the development execution and oversight of complex human services contracts intergovernmental agreements and memoranda of understanding. This position also examines processes and develops work procedures.
As the Contract Specialist Senior other duties will include:
Develops a wide variety of service contracts and intergovernmental agreements (IGAs) that meet the requirements of funding sources and ensure their timely processing.
Convene and staff a work group of stakeholders to design implement and monitor a complex network of program and service contracts which meet the programs objectives.
Gathers the necessary programmatic details required to generate complaint legally sufficient procurement and contractual documentation
Provides technical and administrative assistance in the negotiation research design development implementation monitoring and evaluation of contracts
Provides technical assistance to contractors in interpreting contract requirements. Provides technical assistance to program staff in developing contract language outcomes and reporting requirements for professional services contracts. Most contracts have multiple procurement authorities numerous program instructions and funding sources.
Represents Contracts & Procurement Unit at various meetings i.e. planning for new services or ongoing status update meetings
Extensive knowledge of federal funding requirements and provide information pertinent to federally required documents
Creates required documents that serve as a foundation for all contracting actions in MMP resulting in contracts. Thereafter create fiscal documents in Workday to tie into the procurement and contract documents. This requires expertise in the business functions of specific functional areas including Finance and Materials Management. DCHS contracts include multiple services and multiple funding sources all with competing requirements and reports
Develops requests for procurements/contracts/amendments into language which reflects an accurate interpretation and implementation of policies principles and program needs. Edits contract statements of work submitted by Contractors; into legally sufficient language compliant with PCRB rules ORS 279 PUR1 CON1 FINs.
Edits very technical and legally binding boilerplate templates to ensure county risk is minimal and defensible
Prepares comprehensive package of documents and forms to be presented for Board Agenda Placement and tracks these documents through the internal signature process
Establishes and maintains effective working relationships with other department staff other county employees providers contractors elected officials and the public. Specifically this position works with program and fiscal staff managers county attorney central purchasing and contract staff and community providers to write agreements that benefit the direct service clients and other stakeholders
Federal Funding administration in interpreting monitoring and evaluation of contractor conformance with terms and conditions of contract

Minimum Qualifications/Transferable Skills*:
Education/Training:
A Bachelors Degree in Business Administration or related field from an accredited College or University plus Three (3) to Six (6) years of experience writing contracts and/or legal contract experience
Advance Technical writing and interpreting contracts
Three (3) to Six (6) years experience working with Government contracts

Routine Telework: This position is designated as routine telework meaning you will be working remotely (from home); a hybrid schedule also is available.
