This support ensures strict compliance with Department of Defense and Air Force security policies enabling AFRL/RY to advance critical capabilities in radar electrooptical/infrared systems electronic warfare signal processing and threat identificationpreserving the United States Air Forces technological edge across air space and cyberspace.
ADV seeks a Security Manager to oversee Contract and Clearance Management Security Program Oversight and Facility Compliance in support of Department of Defense and Air Force programs. The ideal candidate will have experience managing classified and unclassified contract security requirements contractor clearances and secure facility compliance. This role requires a deep understanding of DoD security procedures coordination with Facility Security Officers (FSOs) and administration of security databases to ensure mission readiness and regulatory compliance.
Location: The primary location of work is WrightPatterson Air Force Base OH. Core hours of work are from 0900 to 1500 daily.
Travel: Travel to other government facilities may be required including locations Outside the Continental United States (OCONUS).
Required Clearance: ACTIVE Top Secret clearance with SCI eligibility (Single Scope Background Investigation within the past five years).
Responsibilities:
Contract and Clearance Management:
Develop and manage a tracking system for security personnel to systematically review all elements of classified and unclassified contract processing.
Process Visitor Group Security Agreements (VGSAs) for all contracts with onbase components.
Monitor contractor clearances to ensure access is properly reflected in the Department of Defense Form 254 (DD 254).
Track and validate visit requests for all onbase contractor employees ensuring updates as necessary.
Coordinate with Facility Security Officers (FSOs) to obtain subcontractor DD 254s and ensure either a letter of agreement with the prime contractor or a subcontract VGSA is completed.
Oversee final DD Form 250Zs confirm final DD 254s are accomplished and ensure return of governmentdeveloped classified information.
Security Program Oversight:
Provide support and oversight for all aspects of Information Industrial Personnel and Operations Security.
Manage security for government and contractor consultants and acquire agreements related to classified contracts.
Review Security Classification Guidance and advise program managers to ensure adequate protection of sensitive information.
Oversee contractor training programs; compile and provide annual training reports to FSOs.
Manage coutilization agreements between companies for classified information sharing.
Database and System Administration:
Maintain the Industrial Security Facilities Database and update the Procurement Integrated Enterprise Environment (PIEE) for all contractrelated security documentation.
Assist in the administration of the Defense Information System for Security (DISS).
Pull and maintain monthly rosters from DISS for personnel requiring background investigations.
Maintain Security Information Files and track investigation statuses via internal spreadsheets.
Manage in and outprocessing of personnel and update applicable security databases.
Monitor the Information Protection organization mailbox and coordinate communications as required.
Facility and Program Compliance:
Monitor and inspect classified secure areas to ensure compliance with applicable Department of Defense (DoD) and Air Force security directives.
Manage and certify security containers and secure workspace configurations.
Lead the Security SelfInspection Program in accordance with DoD and Air Force standards.
Provide support for the Management Internal Control Toolset (MICT) or its successor system.
Training and Support to Security Managers:
Assist in the management of Office Security Managers (OSMs) and Division Security Managers (DSMs).
Provide initial and refresher training for OSMs/DSMs.
Coordinate and support semiannual OSM/DSM meetings.
Deliver regular updates on security policies and changes to applicable personnel.
Incident Monitoring and Reporting:
Monitor document and analyze security incidents.
Provide recommendations to reduce the frequency and impact of such incidents.
Minimum Qualifications:
ACTIVE Top Secret/Sensitive Compartmented Information TS/SCI eligibility.
Possession of Security Fundamentals Professional Certification (SFPC) and Security Asset Protection Professional Certification (SAPPC) certifications
Strong knowledge of DoD security procedures and Air Force security policy (including DD 254s VGSA and DISS)
Familiarity with the management of classified contract security requirements
Proficient in Microsoft Excel SharePoint and secure data systems
Excellent communication organizational and analytical skills
