  • GENERAL SUMMARY

    This position serves as assistant to the Director of Construction and Planning. The position is directly responsible for the supervision of the Project Managers. Responsible for assisting the Director of Construction with Planning and coordinating architectural construction budgeting scheduling and other phases of large construction projects from design through construction closeout and warranty; coordinates with small projects as assigned.
    ESSENTIAL FUNCTIONS
    1. Assists the Director of Construction in all phases of construction as requested. Supervises and provides leadership to the Project Managers.
    2. Coordinates supervises and manages bond and capital construction projects; ensures that projects are completed in accordance with established parameters.
    3. Prepares detailed cost estimates.
    4. Coordinates the review of architectural plans construction drawings specifications and detailed cost estimates prepared by project consultants; assists in procuring building permits and bidding public works construction projects; participates in planning conferences. Develops specifications and puts projects out for bid. Assists and coordinates in preparation of agenda items and makes presentations pertaining to capital projects for meetings of the Board of Directors as requested. Attends school board meetings as required.
    5. Reviews contract documents for compliance with District building code standards local building codes and OSPI compliance requirements.
    6. Serves as District contact with project contractor; attends construction meetings.
    7. Coordinates inspects and monitors construction activities for assigned construction projects; completes and submits inspection reports.
    8. Identifies construction deficiencies and inadequacies and documents requests for corrective actions; coordinates change orders between District and contractor.
    9. Prepares punch lists of work to be done by contractors to interface with architects punch list; maintains uptodate surveillance of punch list items; notifies Director of Construction on completion of work.
    10. Coordinates with architects and responsible contractors to ensure proper completion of warranty work; ensures that the District receives all operations and maintenance manuals asbuilt drawings and warranties required by the project specifications; ensures that the District receives asbestosfree certification from the architect contractor and subcontractors on all new construction projects or certification that no asbestoscontaining materials were used in remodel projects.
    11. Manages the survey design and removal of asbestos and other hazardous materials in remodeling projects.
    12. Provides liaison with principals program managers teachers custodian engineers other District staff and community groups as needed.
    13. Inspects completed construction and recommends final acceptance.
    14. Performs related duties consistent with the scope and intent of this position.
    REPORTING RELATIONSHIPS
    Reports to the Director of Construction and Planning.

    Required to manage multiple simultaneous new construction and renovation projects; experience frequent interruptions; required to think logically and creatively; requires mental concentration; requires flexibility adaptability individual initiative and teamwork; required to represent the District; required to communicate effectively both orally and in writing; required to work effectively in a multicultural community; may be required to work a flexible schedule; required to travel to various construction sites; requires safety awareness on construction sites; required to inspect sites during various phases of construction where access will be limited and may require climbing onto ladders roofs and scaffolds or traveling on material hoists; required to work around heavy machinery; may be exposed to hazardous chemicals and high noise level; required to wear protective clothing or devices; required to work outdoors in inclement weather and at heights; may be required to lift construction materials weighing up to 50 pounds; required to work beyond the regular workday/workweek during heavy construction periods.
    MINIMUM QUALIFICATIONS
    Education and Experience
    Associate degree in Architecture Engineering Construction Management or closely related field.

    Minimum of five years of construction management including multiple projects for large public works projects preferably schools.

    Allowable Substitutions
    Alternative combinations of training and experience may be substituted for the degree requirement. This will be evaluated by Administration for compatibility.

    Required Knowledge Skills and Abilities
    Knowledge of architectural and engineering design.
    Comprehensive knowledge of project management techniques.
    Knowledge of regulations laws and ordinances codes and standards applicable to public building projects.
    Working knowledge of all building/construction trades.
    Knowledge of construction site safety codes and standards.
    Skill in managing organizing and tracking simultaneous multifaceted projects.
    Skill in selecting supervising monitoring and evaluating contractors and consultants.
    Skill in budgeting contract writing fee negotiations and change orders.
    Cultural knowledge of school system.
    Skill in computer operations and spreadsheet design desirable.
    Skill in site construction process inspections and reporting.
    Skill in problemsolving and decisionmaking.
    Skill in oral and written communications.
    Skill in conflict mediation and problem resolution.
    Ability to manage large projects including development design budget compliance and establishment of evaluation criteria.
    Ability to negotiate and manage contracts.
    Ability to manage and monitor schedules and cost control.
    Ability to organize prioritize and complete assignments within established timelines.
    Ability to coordinate multiple activities simultaneously.
    Ability to read write speak and communicate effectively.
    Ability to read and interpret architectural and engineering plans construction drawings and specifications.
    Ability to adapt to change and remain flexible.
    Ability to work within difficult and sometimes inflexible deadlines.
    Ability to establish and maintain effective working relationships with District staff community groups contractors consultants architects and the public in a multicultural community.

    Licenses/Special Requirements
    Valid/current state license as an engineer or architect is desirable.
    Valid Washington State drivers license and access to personal transportation.
    Required to be oncall during construction projects and public hearings.
