THIS POSTING IS OPEN TO CANDIDATES INTERNAL TO STATE GOVERNMENT ONLY

The Office of the State Auditor (OSA) is looking for Performance Audit Managerto oversee the completion of audits that improve performance strengthen accountability and enhance transparency of state government programs.

This is a fulltime position (40 hours per week) withState Benefitsincluding:

As part of our team you will get to:

  • Plan and conduct performance audits that improve state government under the supervision of the performance audit director.
  • Manage audits of a diverse range of topics and programs at entities that include state agencies universities community colleges licensing boards nonprofits and private companies that contract with the state.
  • Conduct audits in compliance with professional standards internal policies and procedures and performance audit best practices.
  • Assist performance audit staff with their development.
  • Speak with auditees agency management legislators and other stakeholders to understand the programs under audit.
  • Learn more about state and federal agencies programs statutes rules regulations and policies.
  • Prepare findings and audit reports that provide timely useful and actionable information and recommendations to help improve state government.

Knowledge Skills and Abilities / Competencies

Minimum Education and Experience Requirements

Bachelors degree with 12 semester hours in accounting from an appropriately accredited institution and 5 years of experience in auditing/accounting or program evaluation one of which must have been functioning as an audit lead or supervisor; or an equivalent combination of education and experience.

The Office of the State Auditor uses the MeritBased Recruitment & Selection Plan to fill positions subject to the State Human Resources Act (SHRA) with highly qualified individuals. To receive credit for work history and credentials the applicant must list the information on the online application form underneath the Work Experience section specifically Duties Summary. Any information omitted from the application cannot be considered for qualifying credit. The State of North Carolina welcomes attached or incorporated resumes cover letters and reference information but these items will not be used for screening or qualifying credit or in lieu of a completed and submitted state application. Applications for positions requiring specific coursework must be accompanied by a copy of theapplicanttranscripts (unofficial copies are accepted) to receive credit for this education. If applicants earned a foreign degree foreign degrees require an official evaluation for U.S. equivalency and must be submitted to Human Resources for verification. There are several organizations that perform this specialized service feel free to use any service of your choosing. The National Association of Credential Evaluation Services (NACES) has several options on their website that can provide credential verification: checks will be performed on all top finalists. If the position requires a background check and/or drug screening that will also be performed on all selected top finalists.
