ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.- Prepare review and negotiate complex contracts subdocuments and side letters with investment managers and other investment service providers.
- Oversee competitive negotiations contract work and contract resolution.
- Responsible for contract amendments and contract issues as well as reviewing service agreements.
- Prepare RFPs; review and prepare legal documents submitted with responses to RFPs.
- Provide legal advice and representation to the State Treasurer Deputy State Treasurer division administrators and staff related to constitutional statutory and regulatory responsibilities of the Office with a focus on the States investment responsibilities. This includes conducting legal research analysis and reporting findings; providing advice on various investment and legal compliance issues; and working with other state agencies legal counsel and the Attorney Generals (AGs) Office to carry out such responsibilities.
- Research and complete required documentation for foreign market openings and tax relief at source and reclaim withholdings for investment activities.
- Work directly with and advise the State Treasurer Deputy State Treasurer and Chief Investment Officer on state investment requirements; review and revise the States master investment policy as recommended; work with the Investment Funds Committee and external investment consultants to the benefit of the Office.
- Prepare materials for and attend legislative committee meetings board meetings investment working group meetings and various other meetings representing the State Treasurer on investment matters affecting the Office.
- Assist other inhouse legal counsel as needed; primarily focused on investmentrelated matters including investmentrelated public record requests and investmentrelated litigation.
Qualifications
PREFERENCES/**AGENCY REQUIREMENTS:
Preference will be given to those with investment financial and/or contract experience
**Juris Doctor.
**Requires membership in the State Bar as an Attorney qualified to practice law in Wyoming.Necessary Special Requirements
PHYSICAL WORKING CONDITIONS:- General office conditions including minimal lifting; some travel may be necessary.
NOTES:- FLSA: Exempt
- Candidates are required to undergo a criminal background check requiring fingerprinting.
