- Subject to management approval serves as the Deputy Chief of Enterprise Application Services (EAS) Administration providing onsite administrative oversight and direction in daily operations of the EAS Administration Team for the Department of Innovation & Technology (DoIT).
- Directs the EAS administrative program controls team procurement requests tracks software and services licensing and renewals and monitors the submission and tracking of administrative requests for EAS.
- Serves as fullline supervisor.
- Collaborates with EAS managers and platform owners to maintain visibility on EAS projects ensuring Enterprise Project Management Office (EPMO) compliance and best project management practices.
- Tracks and facilitates the EAS Human Resources (HR)/People Operations (PO) hiring pipeline and reports to Division leadership on status.
- Directs EAS responses to all internal and external audits.
- Participates in top level management meetings.
- Serves as one of the official spokespersons of the EAS management team.
- Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge skill and mental development equivalent to completion of four (4) years of college with course work in management information systems data processing or telecommunications in a public or business organization.
- Requires prior experience equivalent to four (4) years of progressively responsible administrative experience leading multidisciplined and highperformance technology development teams in a public or business organization.
- Requires three (3) years of professional experience supervising staff.
Preferred Qualifications (In Order of Significance)
- Five (5) years of progressive leadership experience overseeing daily operations and administrative functions within a technologydriven environment with demonstrated expertise in strategic activity and resource planning in an IT engineering environment.
- Five (5) years of professional experience leading teams and driving operational productivity with a proven ability to manage and optimize workflows enhance team performance and achieve organizational efficiency in a technologyfocused environment.
- Five (5) years of professional experience managing Program/Project Management efforts involving the coordination of resources and goals across multiple related projects.
- Five (5) years of professional experience in administering contracted services managing vendor service delivery interpreting and implementing contract provisions analyzing and justifying expenditures assessing the feasibility and pricing of technologies and services providing strategic recommendations and designing chargeback models to optimize service delivery and cost recovery.
- Ability to organize and translate audit responses create and monitor audit controls translate IT audit requests into actionable deliverables and develop processes to ensure compliance and productivity in auditing practices.
- Extensive knowledge of organizational representation and communication strategies including engaging with internal and external stakeholders senior management public agencies and private entities to address project initiatives and operational strategies.
- Ability to analyze administrative problems and adopt an effective course of action.
- Ability to analyze and diagnose system issues and coordinate efforts to resolve.
- Ability to develop and maintain cooperative working relationships.
- Demonstrated verbal and written communication skills.

- Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/545. Consequently employees should be aware that in the event of receiving a nonState employment offer during state employment or within one year immediately following the termination of State employment they are required to inform the Office of the Executive Inspector General (OEIG) for the Agencies of the Illinois Governor before accepting such nonState employment. Failure to notify the OEIG may result in the imposition of a fine.
- Requires compliance with the provisions outlined in section 4A101 of the Illinois Governmental Ethics Act necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission as specified in Executive Order 1509. Failure to submit these statements in a timely manner may result in fines and penalties.

Term Appointment:
Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive fouryear terms at the Director of the Department of Innovation and Technologys discretion.
