Main Responsibilities
Leading monitoring and drafting
- Lead plan and supervise the work on advancing the tax certainty agenda with a particular focus on MAP and APAs.
- Monitor and analyse current and upcoming developments in relation to the work on MAP dispute resolution and dispute prevention.
- Provide analytical and strategic input for the discussions of the FTA MAP Forum.
- Review and provide guidance to the team for the drafting of MAP Peer review reports.
- Plan and supervise the production of the MAP and APA Statistics and other publications related to MAP and APAs
- Lead the development and implementation of tools to provide greater tax certainty regarding the wider tax certainty agenda including the work done at the FTA level
- Contribute to other work of the TAV Division and the CTPA when required.
Coordination liaison and representation
- Establish timelines milestones and lists of deliverables for the various reports and meetings.
- Coordinate the organisation and preparation for the meetings of the FTA MAP Forum.
- Liaise with delegates and seek input from relevant stakeholders in the preparation of the Peer review reports.
- Liaise with other relevant CTPA Divisions and other subsidiary bodies of the CFA to ensure coordination among the different areas of work.
- Present discuss and explain the OECDs work in the area of MAP and APAs at meetings seminars conferences and briefings.
- Organise and lead capacity building efforts in the MAP and APA space.
Management
- Manage and motivate the team working in the Tax Certainty Unit to deliver high quality results and contribute to their professional development.
- Oversee efficient budget and project management.
Qualifications :
Academic Background
- An advanced university degree or equivalent in taxation economics business accounting or law.
Professional Background
- At least eight years professional experience in a tax administration Ministry of Finance financial institution law or accounting firm.
- Experience of dealing with MAP and APA is desired.
- Proven experience in presenting complex issues at meetings and conferences.
- Very good knowledge of OECD instruments and standards in the tax area.
- Very good knowledge of transfer pricing dispute resolution mechanisms and processes.

Languages
- Fluency in one of the two OECD official languages (English and French) and knowledge of the other with a commitment to reach a good working level.
