Job Description

Introduction

Maryland Department of Labor is currently accepting applications from qualified candidates for the position of Workplace Rights Enforcement Supervisor (Administrator III) within the Division of Labor and Industry Workplace Fraud Unit.

Main Purpose of Job

The main purpose of this position is to direct and assist in the direction of the daily operations of the Workplace Fraud Unit (WPF) consistent with the standards and procedures adopted by the Commissioner of the Division of Labor and Industry. Encompasses the full performance to managerial levels of administrative staff work related to the administration of departmental policy and oversees and coordinates agency operations and functioning as a special assistant to higher level management. Engaged in overseeing and coordinating agency operations; responsible for planning organizing implementing administering and supervising the interpretation and application of agency policies directives and procedures designed to accomplish the mission of the agency. Functions as special assistant to program manager or chief; responsible for program and project review development evaluation and coordination. Oversees and coordinates agency operations; supervises staff comprised of Investigators or Compliance Officers.

This position requires field work and is not telework eligible.

POSITION DUTIES

Plans and organizes workload of investigative staff to ensure program performance is achieved and overall mission of the Division is satisfied. Administers reviews. and makes recommendations relative to investigations inspections program policies and actions consistent with direction and administration priorities; may also include professional technical administrative or clerical workers.

Interprets and applies or oversees the application of agency policies rules and regulations to accomplish the work of the Workplace Fraud Unit. Implements new regulations and policies as directed by upper management; sets goals and deadlines and oversees the workflow of WPF; and coordinates workflow with administrators of other units in areas of work spanning multiple units.

Prepares reports monitors and compiles performance indicators for monthly and quarterly process Managing for Results (MFR) reports and AdHoc meetings or methods of doing business: reviews evaluates and assists in the development of agency policies and programs; promotes the work of the agency through frequent contact with interested groups and individuals; makes recommendations to upper management and executives concerning new or revised legislation affecting the agency; develops and recommends new standards. methods of operation and new technology to accomplish the mission of the agency; may work on sensitive and confidential projects requiring discretion and judgment in the release of information; may act as the representative of the executive in meetings and conferences; may act as a liaison between the executive and agency units; and may act as team leader for special projects.

Evaluates efficiency of operations and develops revises and recommends new policies standards and workflow procedures using new technology where appropriate. Monitors and tracks the performance of individual employees and ensures that personnel evaluation and performance process is completed consistent with laws and regulations. Coordinates leave and staff coverage of the Workplace Fraud Unit. Perform other duties as assigned by management.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelors degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Masters degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules regulations policy procedures and processes or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a yearforyear basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicantswho possess the following preferred qualification(s).Include clear and specific information on your application regardingyour qualifications.

At least two years of experience managing and/or supervising administrative investigative field or regulatory staff.

Report writing experience and investigative background skills.

Ability to speak and write fluent Spanish.

LICENSES REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (MD Labor/DUI) to determine whether any monies are owed to MD Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
