The Energetics & Propulsion (E&P) Supply Chain Sr Subcontract Management Specialist will play a critical role within the Supply Chain commodity organization reporting directly into the value stream subcontract senior manager. This is a unique subcontracts management role focused on working collaboratively with crossfunctional and strategic business unit (SBU)/ program teams to continue expansion and partnership across the entirety of the energetics & propulsion supply base to meet our growing Customer demands on critical programs. This role focuses on being able to provide innovative solutions within the supply base to expand the capacity of current suppliers and / or grow partnerships with new suppliers to meet increasing demand for our critical products.
The ideal candidate will work closely across the organization with all SBU and program partners across the supply chain commodity value stream teams operations and supply chain / engineering / quality crossfunctional teams and the supplier teams to provide solutions and shape procurement strategies that directly impact all key performance metrics Cost Schedule Sales Profit Cash &Bookings. This unique role focuses on ensuring mission readiness & program success to meet the growing demands of our critical energetics & propulsion parts: aligning business and supplier roadmaps together and executing procurement strategies to securing critical materials and services on time and within budget from our growing supply base.
What You Will Do:
- Lead complex contract negotiations for existing and new supplier partnerships ensuring compliance with government and company policies (FAR DFAR ITAR and CPSR requirements)
- Develop and execute souring and procurement strategies from development phase through production / sustainment focused on meeting program requirements budget targets and delivery schedules
- Prepare FFP CPFF purchase orders (POs) and PO documentation in accordance with company directives prime contract flow downs government regulations and public law. Postaward management of POs to be handled in accordance with company directives and work instructions.
- Develop and execute alternate sourcing strategies in alignment to company program demand partnering crossfunctionally on assessment of capabilities and capacity
- Partner with suppliers and internal crossfunctional and program teams to align strategic and technical roadmaps to supplier capabilities and capacity.
- Identification and development of risk mitigation & opportunity action plans in the supply base to ensure program continuity
- Performs cost and price analysis develops negotiation strategies and leads negotiations.
- Establish and execute terms & conditions for new energetics & propulsion commodity suppliers
- Manage course of action to establish new suppliers as an RTX approved supplier
- Leads the development and negotiation of collaborative agreements with suppliers such as Master Terms Agreements (MTAs) LongTerm Agreements (LTAs) pricing agreements partnership agreements bailment etc with implementation to secure supply chain stability and cost optimization
- Provides subcontract management team oversite and leadership for purchase order compliance including but not limited to: purchase order and subcontract drafting negotiations supplier agreements (teaming proprietary information pricing agreements licenses etc.) routine import/export compliance claims and dispute resolution terms and conditions and internal/external audits
- Partner with international subcontracts team as required to execute purchase orders with international suppliers in commodity
- Monitor and evaluate OSC metrics for trends and root causes and formulate proactive plans to ensure overall program success
- Identify projects and lead crossfunctional team to drive cost reductions while maintaining compliance and quality
Clearance / Citizenship Requirements:
- U.S. Citizenship status is required as this position will require the ability to access US only data systems
- Classified clearance may be needed in the future
Qualifications You Must Have:
- Typically requires a University degree and 10 years of experience in USG/DoD procurement subcontracts or Supply Chain Management or an Advanced degree in a related field and 7 years relevant experience.
- Experience negotiating complex contracts (e.g. FFP CPFF CPAF IDIQ OTA) and managing critical supplier constraints
- Experience with Federal and State Acquisition Regulations (FAR/DFAR)
- Experience in developing and executing Supplier Statements of Work (SSOWs) request for proposals Best Value Source Selection (BVSS) supplier agreements execution and supplier negotiations with medium/high complexity
- Experience and or knowledge of resource planning software (SAP / PRISM)
- Experienced and Knowledgeable in Microsoft Applications including but not limited to: Word PowerPoint SharePoint Teams and Excel
- Travel: This is a supplierfacing position and is expected to be onsite at supplier locations approximately 2540% domestic and international. This position will also travel to be onsite with supporting program teams at Raytheon facilities in McKinney TX Andover MA and Tucson AZ
Qualifications We Prefer:
- Demonstrated knowledge of endtoend product lifecycle management through a supply chain organization
- Experience as part of a crossfunctional team in program management principles such as product development lifecycle risk management action item management and metrics management
- Experience leading subcontract management processes for both buildtoprint and buildto performance specifications development efforts
- Ability to drive favorable outcome / contract terms while maintaining strong supplier & cross functional relationships
- Understanding of how procurement activities impact company/program Earned Value Management System (EVMS) and experience integrating into program budgets financial forecasting and cost/schedule management
- Strong understanding of defense acquisition lifecycle proposal processes and cost/price analysis
- Demonstrated ability to navigate multiple and changing priorities while maintaining deadlines
- Ability to support command media / harmonization efforts and special CORE / continuous improvement projects
- Ability and willingness to mentor / coach junior team members
- Strong facilitating and teamcoordination skills including ability to lead by influence.
- Manage multiple small and large projects at a time
- Understanding of how energetics and propulsion systems are produced
- Experience transitioning product to new suppliers
- Effective interpersonal skills and ability to work well with customers suppliers and in a team environment

The salary range for this role is 124000 USD 250000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer including but not limited to the role function and associated responsibilities a candidates work experience location education/training and key skills.
