Job Description

FullTime and Permanent; 7.5 Hours/Day; 252 Days/Year; 12 Months/Year; Grade JJ

Definition

A position in this class has a variety of duties and responsibilities involved in processing and maintainingcourt ordered deductions such asgarnishments bankruptcy agreements federal state and local tax liens student loan repayments spouse and child support and other payroll deductions including those resulting from employee participation in tax sheltered annuities credit unions and professional organizations.

Supervision

This is a lead worker position that for the most part the incumbent proceeds on the basis of their own judgment and initiative in accomplishing established work routines; completed work may be reviewed for accuracy and adherence to policies laws regulations and procedures as well as timely performance and the meeting of set deadlines. This is essentially a nonsupervisory position although clerical assistance may be provided from time to time.

Distinguishing Characteristics

This class is distinguished by the incumbents need for detailed and exact technical knowledge for a variety of specialized leave or payroll deductions and the need to resolve questions problems and situations arising out of employee concerns about the nature and legal basis for deductions required to be made from their pay. The work involves a wide range of contacts with employees and supervisors their families court personnel bankruptcy trustees banking and credit union personnel attorneys tax agencies benefit providers and military personnel.

Education and Experience

Graduation from an accredited high school supplemented by some experience with computer keyboard and terminals applicable payroll software processing and procedures and the use of typewriter and calculator; or any equivalent combination and experience that would provide the above noted knowledge skill and ability.

Essential Job Functions

  • Maintains an accurate and timely accountability and payment for voluntary and involuntary deductions taken from employee pay.

  • Organizes verifies and enters data related to leave or deductions checking for incomplete or erroneous information and questionable documentation and working with NPS organizations employees or others to resolve problems with data submitted.

  • Processes and maintains court ordered deductions records incoming garnishment summons establishes required followup records prepares photo copies researches vendor information and codes and performs related activities in this area.

  • Reconciles deductions withheld from employee pay with the amounts requested to be paid to the related vendor; reconciles requests with payroll deduction registers maintains related accounting and vendor information.

  • Provides previous years activity report of enrollments to participating organizations works with agency personnel advises and counsels payroll staff on deductions and assists in data entry and in correction of data entry errors.

  • Establishes monitors and maintains files including original contracts leave accumulation correspondence garnishments court order deductions payroll registers hardship withdrawals payroll work sheets and other similar materials in support of the activities described above.

  • Keeps the Payroll Manager and/or Director informed of areas of concern possible problem situations conflicts in interpretation of laws or regulations and problems with payroll software deduction procedures which may be in conflict with legal requirements.

  • Responds to a large variety of inquiries and complaints regarding deductions; researches information and data for laws regulations policies rulings and agency instructions on which to base accurate and complete replies.

  • Maintains a complete working knowledge of voluntary and involuntary deductions policies regulations and guidelines.

  • Reviews with the Payroll Manager and/or Director deduction guidelines procedures and software and determines need for possible changes.

Required Knowledge Skills and Ability

  • Thorough knowledge of NPS payroll accounting policies and procedures and detailed knowledge of laws regulations rules and procedures and practices governing voluntary and involuntary payroll deductions.

  • Good knowledge of computer software.

  • Good knowledge of general business practice and terminology.

  • Some knowledge of technical level accounting procedures and practices.

  • Ability to understand interpret and follow detailed and complex instructions and guidelines.

  • Excellent interpersonal skills and the ability to communicate effectively both orally and in writing and to deal with hostile and confrontational situations with tact diplomacy courtesy and firm and effective resolution.

  • Ability to perform mathematical calculations rapidly and accurately.

  • Ability to post maintain and balance a set of accounts.

  • Skilled in evaluating and analyzing technical payroll activities.

  • Ability to make administrative/procedural decisions and judgments.

  • Proficientskills in the use of computer spreadsheet databases and mainframe applications in a Windows environment.

Physical Attributes

The work is essentially sedentary and requires sitting for long periods and looking at a CRT terminal screen and some lifting of ledgers and payroll records.

Hazards

Work involves exposure to normal everyday risks in an office environment. Hazards include problems arising from continuous keyboard usage and exposure to a computer terminal CRT.

Unusual Demands

Work requires a high accuracy and is subject to constant deadlines frequent interruptions and stressful situations.
