Position Summary: Supervises coordinates and controls a variety of activities necessary in managing the wastewater collection wastewater treatment and water protection sections of the Utilities Division for the City of Prescott. Essential Duties: - Plans organizes monitors and directs wastewater operations including the collections system wastewater treatment facilities reclaimed water system recharge system and facilities and lift stations; oversees water protection industrial pretreatment and monitoring/recovery well activities.
- Coordinates maintenance rehabilitation and special projects.
- Conducts field inspections for wastewater facilities recharge facilities Capital Improvement Projects (CIP) and internal customer requests.
- Troubleshoots operational problems and issues.
- Participates in the accomplishment of organizational departmental and workgroup goals and objectives.
- Exhibits and promotes a customer service orientation.
- Directs laboratory analysis of compliance samples as required by state and federal regulations.
- Implements long and shortterm plans and goals.
- Develops budgets and monitors expenditures.
- Develops and implements policies and procedures.
- Coordinates procurement.
- Maintains monitors and ensures inventory.
- Oversees preparation of various reports and coordinates projects with other City personnel consultants and outside agencies.
- Frequently communicates with City employees other departments municipalities vendors the public and regulatory and outside agencies.
- Coordinates and monitors work activities; exchanges information; and resolves problems.
- Performs administrative functions such as reviewing data plans and emails.
- Ensures computer maintenance management s system is working properly and meets various quality control measures.
- Maintains current knowledge of applicable laws/regulations new technologies methods trends and advances in the profession.
- Maintains professional affiliations; attends conferences workshops and training sessions as required.
- Supervises assigned staff; addresses employees concerns; and processes related payroll activities.
- Participates in related manual work as needed.
- Performs other duties as assigned.
Qualifications: Education and/or Experience: Five (5) years of supervisory level experience in wastewater operations including wastewater treatment wastewater collections industrial pretreatment/water protection program administration project management regulatory compliance budget administration supervision and personal computer operations; or any equivalent combination of education training and experience which provides the required knowledge skills and abilities for the position. Licensing Certification and Other Requirements: Possess and maintain a valid Arizona Class D drivers license; possess a valid ADEQ Grade IV Wastewater Treatment Plant Operator certification and Grade IV Wastewater Collection System Operator certification. - Knowledge of occupational safety and health policies and procedures related to wastewater systems.
- Knowledge of administrative procedures practices principles and budget preparation monitoring and administration.
- Knowledge of supervisory methods and techniques including coaching goal setting training motivating disciplining and evaluating.
- Skill in communicating both verbally and in writing.
- Skill in utilizing public relations techniques in responding to inquiries and complaints.
- Skill in performing mathematical operations involving basic algebraic principles and formulas as well as basic geometric principles and calculations.
- Skill in using personal computers including MS Office database project management and presentation applications.
- Ability to evaluate audit reduce and/or assess data using established criteria such as lab and technical studies meter readings architectural drawings and electrical diagrams.
- Ability to calculate decimals and percentages.
- Ability to establish and maintain effective working relationships with government officials City residents and personnel.

Physical Demands And Working Conditions: - Work is performed in a standard City office environment and in the field.
- Safely operates required equipment and a City vehicle as needed.
- Safely operates a variety of standard office equipment including a computer telephone calculator copier and fax machines requiring continuous and repetitive arm hand and eye movement.
- Safely exerts moderate physical effort including but not limited to lifting carrying pushing and/or pulling etc. of objects and materials of moderate weight (50 pounds or less).
- Work is performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals priorities and needs.
