Job Description

Description

You will use your professional and technical expertise to support counterparts to develop and maintain a rolling stock strategy and replacement programme covering ScotRail and Caledonian Sleeper.

Reporting to the Head of New fleet Procurement & Delivery you will use your professional and technical expertise to support counterparts in Scottish Rail Holdings ScotRail Trains and Caledonian Sleeper Ltd to develop and maintain a rolling stock strategy and programme which covers replacement of lifeexpired rolling stock. You will ensure that the strategy takes into account the rolling stock implications of a new infrastructure projects.

You will engage with Network Rail and Transport Scotland colleagues to ensure that current High Level Output Specification (HLOS) requirements related to new rolling stock are delivered and support development of subsequent HLOS requirements and assist in developing subsequent HLOS requirements.

You will work with the Transport Scotland Rail Passenger Services team to ensure that the current fleet lease and lifeextension strategy aligns with fleet replacement strategy. You will work with other parts of Transport Scotland and Scottish Government to draw on their expertise and inject that into procurement and specification development to support the First Ministers Priorities for Scotland.

This key post will support the procurement of new trains through a transformational programme to replace 65% of the current ScotRail fleet over the next 15 years representing hundreds of millions of pounds of Scottish Government investment and is a key contributor to our wider plan to decarbonise Scotlands Railway.

Responsibilities

To provide advice on all aspects of existing and future of rolling stock requirements for passenger and rail freight including:
the production and maintenance of a rolling stock strategy in line with the Scottish Governments strategic objectives for rail in Scotland;
advising on rolling stock procurement;
advising on funding requests for fleet enhancements;
advising on rolling stock implications of proposed future rail investments.
You will work with Transport Scotland Policy and Strategy teams assisting them with their strategic plans and validating that proposed infrastructure / rolling stock enhancements deliver desired outcomes.
You will work with colleagues in Network Rail Scottish Rail Holdings and Transport Scotland to ensure that the appropriate governance and programme management mechanisms are in place functioning well and compliant with Scottish Public Finance Manual.

Qualifications

You will be a Chartered Engineer member of a relevant professional institution such as IMechE IET or working towards membership.

Technical / Professional Skills:

Experienced in a range of programme management disciplines:
1. Specificationdevelopment and procurement
2. Transitions between fleets and delivery into service and changes to the supporting infrastructure people process systems and culture
3. Working with partners such as Network Rail vehicle owners and other supply chain to get the best answer to meet the objectives with the available funding
