Position Summary
The City of Regina is seeking a knowledgeable and resultsdriven Project Engineer or Coordinator Construction Programming with experience in municipal infrastructure systems. This role is engaged in providing support and oversight of the development of a multiyear capital construction plan. The role provides stewardship and ensures collaboration between impacted parties including the project leads support areas and stakeholders.

Nature of Work:

This position provides project management and technical support in the planning design construction and management of municipal infrastructure. It involves the oversight of construction projects and programs as well as the interpretation and application of relevant engineering standards bylaws policies and procedures. The role will design and develop procedures and best practices train and support staff and strive to ensure utilization and consistency of project management tools. The goal is to achieve a ten year schedule of projects identified for planning design and delivery to establish a predictable and sustainable plan for both internal and external stakeholders.

Duties and Responsibilities:

  • Provide technical and professional engineering advice on the planning design construction maintenance and rehabilitation of municipal infrastructure.
  • Manage and support infrastructurerelated studies data collection modelling and analysis to inform decisionmaking.
  • Interpret and analyze complex data processes and engineering problems; develop and recommend options solutions and improvements.
  • Research and evaluate new construction methods technologies and investment strategies.
  • Prepare and review engineering and construction proposals drawings schedules and related documentation.
  • Develop and recommend construction standards operational and capital programs policies and asset management practices.
  • Prepare technical and business reports terms of reference contract documents proposals and correspondence.
  • Ensure records and information systems related to infrastructure and capital projects are accurately maintained.
  • Interpret and administer applicable City bylaws standards regulations and procedures.
  • Conduct and support public consultation and information sessions.
  • Manage and oversee projects contracts work programs and budgets; ensure effective contract administration and project delivery.
  • Operate and interpret results from specialized software such as ArcGIS PowerBI and project management software.
  • Coordinate and collaborate with consultants contractors stakeholders and government agencies.
  • Lead and supervise staff consultants and contractors; provide mentorship training and performance feedback.
  • Participate in labour relations activities including staffing performance evaluations discipline and staff development.
  • Ensure compliance with all occupational health and safety regulations including the Provincial Occupational Health and Safety Act and City of Regina safety manuals.
  • Develop and support community safety and emergency operations plans (e.g. traffic accommodation dangerous goods transportation emergency snow routes).
  • Lead or participate on various committees or project teams (e.g. Occupational Health & Safety business process improvement).
  • Approve transactions and take necessary actions to safeguard City assets and budgets.
  • Perform other related duties as required.

Qualifications:

Knowledge Abilities and Skills:

  • Comprehensive knowledge of civil engineering and construction principles municipal infrastructure and systems.
  • Advanced skills in data analysis interpretation of specifications and problemsolving.
  • Proficiency in software applications such as MS Office (Word Excel PowerPoint Access) ArcGIS and project management software.
  • Strong project management organizational and leadership skills with the ability to manage multiple projects and priorities.
  • Excellent communication skills (oral and written) with the ability to present ideas to diverse audiences.
  • Demonstrated ability to supervise teams and contractors foster collaboration and build respectful relationships.
  • Understanding and application of safety regulations and corporate policies.

Education and Experience:

For Project Engineer:

  • University degree in Engineering (e.g. Civil Electrical Environmental Systems).
  • Minimum four (4) years of engineering experience in municipal infrastructure.
  • Registered or eligible for registration with the Association of Professional Engineers and Geoscientists of Saskatchewan (APEGS).

For Coordinator Construction Programming:

  • Diploma in Civil Engineering Technology Environmental Engineering Technology or Structural Technology.
  • Minimum five (5) years of related experience in municipal infrastructure.

Working/Other Conditions:

  • Must possess a valid Class 5 drivers license and have a personal vehicle available for work.
  • Required to complete and maintain certifications relevant to the assigned work area.
  • Must be motivated for continuous personal and professional development.

  • Successful candidates may be required to provide a satisfactory criminal record check per the City of Reginas Criminal Record Check Policy.
