Job Description

Summary Statement

Responsible for serving as the Chief of Vehicle Services and for planning developing implementing directing and evaluating statewide programs for vehicle safety and exhaust emission inspections titles registrations motorcycle safety motor carrier and uninsured motorist.

Essential Functions

Essential functions are fundamental core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class.   • Monitors evaluates and analyzes statewide vehicle services operations by reviewing statistical activity reports interacting with employees and customers and investigating complaints or charges to determine compliance with regulatory requirements efficiency and effectiveness of services and uniformity of procedures.
  • Plans and directs vehicle services operations by recommending and implementing new/revised policies procedures and programs and advising staff on technical legal personnel and operational problems.
  • Interfaces orally and in writing with the public attorneys law enforcement media court officials vehicle dealerships finance companies state agencies other states motor vehicle agencies and trucking and leasing companies to gather information; increase public awareness; provide interpretations and explanations of laws regulations policies and procedures; resolve problems; and render decisions not specifically prescribed by statutory or regulatory requirements.
  • Plans assigns reviews and evaluates the work of subordinate personnel.
  • Develops prepares justifies and controls the Vehicle Services budget.
  • Drafts legislation and reviews; evaluates and analyzes proposed and newly enacted laws; and advises the Division Director on the feasibility of implementation and impact on current laws rules regulations programs and operations.
  • Develops policies and procedures regarding the licensing of dealerships.
  • Conducts hearings involving alleged law violations by vehicle dealerships; presents facts; explains laws rules and regulations; and renders decisions such as suspending/rescinding dealerships licenses and suspending temporary license plate or dealer plate privileges for proven violations.
  • Develops and evaluates training programs for service employees.

Job Requirements

JOB REQUIREMENTS for Chief ofVehicle Services
Applicants must have education training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in interpreting motor vehicle laws rules regulations standards policies and procedures.
  2. Six months experience in budget administration which includes managing developing analyzing and implementing budgets; developing strategic plans and establishing internal control.
  3. Six months experience in planning developing implementing and evaluating programs.
  4. Six months experience in developing policies and procedures.
  5. Knowledge of operations management which includes planning directing coordinating controlling and evaluating operations typically through subordinate supervisors.
