The Survivable Airborne Operations Center (SAOC) engineering directorate has an immediate leadership opportunity for an experienced Department Manager for the SAOC Engineering Organization. The Department Manager (DM) is responsible for staffing program execution for SAOC Engineering across the full program lifecycle including systems engineering system security engineering (program cyber) and integration and verification spanning six geographic sites primarily Richardson TX and Cedar Rapids IA.
What You Will Do
- Responsibilities include department financial planning and execution process conformance technology development staffing independent reviews pursuits and Estimates at Complete (EACs).
- Responsible for enabling a staffing strategy implementing knowledge transfer and supporting employee career development plans via intentional growth pipelines.
- This role will report to the SAOC Engineering Director and actively participate as a member of the SAOC Engineering Leadership Team.
- Financial literacy including Earned Value Certification and experience in the development and management of financial budgets (labor and nonlabor)
- Perform functional management activities including staffing performance reviews and career discussions participating in compensation discussions and flowing communications/information from higher levels down to staff members
- Requires prior leadership experience and strong written and oral communication skills including presentation preparation and delivery and demonstrated problem solving organization coordination and planning skills
- Ability to establish and maintain strong working relationships with all levels of the organization
Qualifications You Must Have
- Typically requires a degree in Science Technology Engineering or Mathematics (STEM) and minimum 12 years prior relevant experience or an Advanced Degree in a related field and minimum 10 years of experience or in absence of a degree 16 years of relevant experience
- The ability to obtain and maintain a U.S. government issued security clearance is required
- U.S. citizenship is required as only U.S. citizens are eligible for a security clearance
- Ability to travel including between two geographic sites (Richardson and Cedar Rapids)
Qualifications We Prefer
- Knowledge of SAOC program
- Familiarity with Digital Engineering / Model Based Systems Engineering (MBSE)
- Experience in the drafting authoring and approval of engineering bids / basis of estimates (BOEs)
- Strong track record of leading programs/tasks within schedule and budget

The salary range for this role is 147000 USD 295000 USD. The salary range provided is a good faith estimate representative of all experience levels.
