The City of Richmond Police Department is seeking qualified applicants for the position of Capital City Intelligence Center Supervisor. Under general direction the incumbent will plan daily work assignments organize information and needs of the work section and supervise nonsworn staff in the Capital City Intelligence Center (CCIC). The incumbent will also monitor and research using video opensource media sensor technologies and varied software applications and databases relaying information using multiple devices and tracking and assessing Richmond Police Department activities; and will perform other related duties as assigned.


This position will require working evenings and weekends.
This position is designated as Essential Personnel which means that the incumbent is required to work when the City is closed due to public emergencies critical or hazardous conditions or inclement weather.

Successful completion of an interview thorough background investigation which may include a polygraph exam and drug/alcohol screening is required. Please note that the Police Department background process may take up to 4560 days. An applicant disqualified from the Police background process may reapply a year after disqualification.

Duties include but are not limited to

  • Plans assigns trains and directs the work of subordinate employees engaged in monitoring and operating a public safety communications system in support of inprogress and recently occurred incidents
  • Coordinates with criminal justice information systems as they relate to real time crime analysis at agency city and county levels and ensures specialists and the CCIC is in compliance with applicable local state and federal regulations.
  • Prepares statistical reports and manages projects as assigned by management
  • Provides support to nonsworn staff including training scheduling coaching counseling establishing performance goals and supervising daytoday employee activities
  • Participates in and conducts meetings and training sessions on current best practices methodology procedures and applicable laws and trains other agency staff on CCIC operations
  • Serves as a liaison to other Centers and external public safety agencies and responds to requests for information
  • Assigns tasks dynamically based upon the scope of the incident or event ensuring coverage and accuracy of information given to public safety personnel
  • Recommends updates to departmental policies and procedures as well as CCIC training manuals
  • Prioritizes managements goals and ensures directives are carried out according to policies and procedures
  • Must be able to perform duties of CCIC Supervisor as determined by management and demand
  • Must be able to work overnights and weekends
  • Reports to work on a regular and timely basis

Qualifications Special Certifications and Licenses

KNOWLEDGE SKILLS AND ABILITIES:

Considerable knowledge of federal state and local laws codes and regulations related to police record management particularly laws relating to privacy and personally identifying information; City streets including arterial feeder and residential streets; basic emergency dispatching; supervisory best practices; Citys resources equipment and assets; internet social media search databases and methods; City staff and available skill sets; incident management methods and best practices. Demonstrated abilityto understand and adhere to local state and federal regulations and codes related to police record management; effectively communicate verbally and in writing; establish and maintain effective working relationships with internal and external customers; provide highlevel customer support; support and motivate staff in high stress situations; act independently; work cooperatively with direct reports City staff elected officials and vendors; communicate policies and procedures to internal and external customers; use various software programs including but not limited to Records Management Systems Computer Aided Dispatch and evidence management software; understand technical materials comprehend oral and written instructions and demonstrate understanding through performance; speak clearly and to modulate voice in stressful situations; prepare brief concise and accurate written statements; effectively interact tactfully and diplomatically with internal and external customers; exercise good judgement and respond quickly and accurately; maintain confidentiality and security of highly sensitive information; perform multiple tasks simultaneously; maintain emotional control and work effectively during emergencies crisis situations and extremely stressful conditions; support employees during emergencies crisis situations and extremely stressful conditions. Demonstrated skill communicating effectively across multiple media (verbal and written); creating reports; in analytical reasoning and highlevel problem solving; making decisions quickly and accurately with minimal information.


MINIMUM TRAINING AND EXPERIENCE:

  • Completion of 120 semester hours or 180 quarter credit hours of collegiate level study from an accredited college or university;and
  • Three (3) years experience relevant to the essential tasks listed in this job description; including
  • Two (2) years of experience in public safety military security dispatching criminal justice or experience relevant to the essential tasks listed in this job description.
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

LICENSING CERTIFICATIONS and/or OTHER SPECIAL REQUIREMENTS:

  • Possession of a valid Virginia Driver license;
  • Must be able to pass Criminal Justice Information Services (CJIS) background investigation.

PHYSICAL REQUIREMENTS:

Arm and hand dexterity enough to use a keyboard and telephone; occasional lifting carrying and pulling up to 20 pounds; occasional lifting up to 50 pounds; and may be subject to walking standing sitting reaching bending handling and twisting; and vision speech and hearing sufficient to perform the essential tasks.
