SERVICE DIMENSIONS
The MTT & Jetty Security Advisor in coordination with the Lot 2&3 Construction Security Lead is responsible for supporting the EACOP Security Manager ensuring security plans for the MTT & Jetty (including Load Out Facility LOF) are in place and fit for purpose. Ensuring effective monitoring of the contractors security infrastructure plans policies and procedures are implemented at MTT & Jetty to required standards / KPIs. The MTT & Jetty Security Advisor reports to the Lot 2&3 Construction Security Lead and the EACOP Security Manager.
CONTEXT AND ENVIRONMENT
The EACOP project includes a 1445km 24in oil export pipeline 8 above ground facilities and a series of main line block valves and trace heating stations and a green field marine terminal with an export jetty. 150km of feeder lines from Upstream facilities will tiein to the EACOP project. The EACOP Project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in East African region. The project overall tonnage is estimated at 500000t of material and equipment.
Behind the numerous technical (the longest electrically heat traced pipeline in the world) environmental and social challenges faced by the project the Governments of Uganda and Tanzania agreed to develop EACOP in a fasttrack mode. The project is aims for a Ready for Startup (RFSU) schedule 39 months after FID.
The Project context is complex with numerous Contractor and Package Manager interfaces within the Integrated Project Team three partners development in two countries new to oil development (Uganda and Tanzania) and the need for project development in accordance external financing requirements.
The fieldbased positions are located at Contractor Accommodation camp & offices at Contractor Main Camp and Pipe yard locations in Tanzania. Position is on an 8x2 rotation 6 workdays per week 10hour workdays involving routine monitoring at Contractor work sites within the area of responsibility.
KEY DUTIES AND RESPONSIBILITIES
ACTIVITIES
Assist the Lot 2&3 Construction Security Lead in conducting risk assessments security vulnerability assessment audits of sites routes and accommodation (including hotels) in accordance with EACOP standards at the MTT & Jetty including the auditing of CONTRACTORS security provider s performance.
Ensure that the MTT & Jetty are covered by robust Level 1 CONTRACTORS security plans and where applicable support Contractors in the implementation of security policies plans and procedures.
Ensure that liaison channels with Government Security Forces are maintained.
Assist with the review of EACOP CONTRACTORS security plans and KPIs as required.
Conduct audits of EACOP CONTRACTOR Security subcontractors as determined by the Lot 2&3 Construction Security Lead or EACOP Security Manager to ensure they are appropriate and fit for purpose.
Assist the Lot 2&3 Construction Security Lead and or the EACOP Security Manager in responding to Security incidents or events at the MTT & Jetty or elsewhere as required.
Advise senior project management on any security related concerns in the absence of the Lot 2&3 Construction Security Lead and assist in coordinating the response to any security incidents that occur.
Work within a multicultural business framework and provide ethical and compliant support.
Mentor exemplary behavior regarding HSE Ethics and EACOP "Code of Conduct" policy.
Liaise with the EACOP Company Site Representatives and attend construction meetings as required addressing any security concerns that may be raised.
Monitor and assess the training of the Contractors PSP personnel. Advise on the content and conduct of training as necessary.
Promote the education of all new arrivals on the Security System.
Address any security concerns that are raised by the EACOP management team.
Work at different sites at other locations as and when required and as instructed by the Lot 2&3 Construction Security Lead or EACOP Security Manager.
Monitor all media sources for any security related incidents in Tanzania 24/7.
Site Incident database to be maintained with details of all security incidents forwarded to the Lot 2&3 Construction Security Lead and EACOP Security Manager.
Identify potential risks that may have an adverse effect on the project and ensure that they are captured on the security risk register.
Work within a multicultural business framework and provide ethical and compliant support.
Mentor exemplary behavior regarding HSE Ethics and EACOP "Code of Conduct" policy.
ACCOUNTABILITIES
Ensure compliance with Tanzanian rules regulations shareholder and governmental agreements and standards relevant to project activities and project implementation in compliance with requirements in construction deliverables and site activities.
Ensure compliance with project requirements and regulatory frame in pipeline construction related activities.
Supporting and coordinating EACOP project teams processes.
MANDATORY REQUIREMENTS
QUALIFICATIONS AND EXPERIENCE REQUIRED
EXPERIENCES REQUIRED
Bachelor s degree or above in security risk management or similar.
ASIS CPP or PSP certifications or equivalent preferred.
5 years experience in security and/or crisis/emergency management related field.
Previous experience required in a similar role and/or industry (project specific) related field.
Strong interpersonal skills and ability to communicate well in English language verbal and written.
COMPETENCIES
Strong verbal and written communication skills (including analysis interpretation & reasoning).
Ability to multitask and prioritize.
Able to act independently without instruction in high pressure situations.
Ability to use MS Office (Word Excel Outlook) competently and to a high standard.
Attention to detail and high level of accuracy in record keeping.
A high level of integrity and understanding of the requirements for all project personnel to follow approved procedures.
Ability to work well autonomously and within a team in a fastpaced and deadlineoriented environment.
Knowledgeable familiar and commensurate experience with the HSE operating environment.
An Incident Free mindset and be a role model for their project team (Direct/Indirect hires).
Excellent teamwork & skills being able to work with the various subteams to resolve issues and reach decisions that are in the best interests of the integrated project team.
