BACKGROUND AND PURPOSE OF THE SAM PROJECT:

Under the overall policy guidance of the WFP Security Management Policy and Security Framework of Accountability and in line with the United Nations Security Management system (UNSMS) the role of security at WFP is to ensure the safety and security of WFP personnel operations and assets.

The Security Assistance Mission (SAM) is a specific WFP initiative launched in 2012 that has gradually become an essential part of the overall security compliance strategy. It is linked to the WFP Enterprise Risk Management Policy and to WFP Corporate Results Framework through the Security Performance Indicators.

The purpose of Security Assistance Missions (SAM) is to assist Country Offices in having a more effective security system in place. This is notably achieved through the review of existing plans (security plans including the Security Plan Security Risk Management (SRM) Security Risk Management Measures (SRMM)/ Residential Security Measures (RSM) Local CostShared Security Budget Standard Operating Procedures and Contingency/Emergency Plans) as well as physical visits of WFP offices and premises and exchanges with WFP personnel at executive and technical levels. SAM missions are to be carried out by trusted security professionals in a neutral and objective manner. The missions outputs will be effectively used by Regional and Country security managers and/or security focal points.

SAM aims at improving the overall security compliance and complementing existing security capacities related to country SRM/SRMM. The findings and recommendations of the SAM are recorded in the mission survey a standard format provided by SEC HQ. The SAM data is collated into a global information database which enables the Security Division at HQ level to accurately view map and record compliance with determined security measures and then to deploy strategic resources to address gaps in compliance and needs. The reporting system allows for neutral professional security observations allowing WFP security professionals or security focal points assigned by the Country Directors (CDs) at the Country and the Regional level to make improvements. SAM does not replace internal control mechanisms such as audits.

ACCOUNTABILITIES/RESPONSIBILITIES:

The SAM Consultant will verify that existing security and safety measures as determined in the UN Security Management System (UNSMS) SRM documentation are effective. To do so:

a. SAM Consultant(s) carry out the indepth assessment of the WFP Country Office security management systems and procedures. The assessment includes a physical safety and security review of all WFP premises including the Country Office SubOffices Field and Area Offices Guest houses and Warehouses where there is a fulltime WFP presence.

b. Verify that existing security and safety measures determined in the United Nations Security Management System (UNSMS) SRM documents are effectively in place. Verify that emergency preparedness and crisis response measures specific to the country office are in place.

c. Provide observations and recommendations on issues that may have developed since the conduct of previous SAM or due to a change in the security environment.

d. Assist and advise WFP staff and managers at CO and at suboffice level on compliance with and adherence to UNSMS/WFP Security Management policies practices and procedures.

e. Identify areas of concern in UN/WFP Security Management practices within the security risk management framework and make appropriate recommendations for addressing them. In case of a critical gap between the mitigation measures requested and the ones available SAM consultants can recommend an Area SRM be conducted. This also applies to new geographical areas of operations or in case of programmatic areas not covered or not effectively protected by existing SRMM and Security plans.

f. Display a supportive attitude towards Security colleagues providing practical advice and guidance to resolve gaps or issues identified.

g. Provide recommendations for improvement based on prior mission experience or operational lessonslearned from other contexts.

h. If recommended by the RSO and with support and clearance by SEC HQ the length of the mission can be amended to support the implementation of specific recommendations.

All SAM missions will be conducted in coordination with the relevant Regional Security Officer (RSO) prior to deployment. The SAM consultant will receive a briefing and engage with the RSO and the Regional Security Analyst (RSA) when applicable. Travel restrictions and time permitting the SAM consultant will also debrief the RSO and RSA at the end of the mission. (See detailed information in SAM Generic Guidelines). SAM consultants will not have to deliver training unless the activity has been prearranged prior to the deployment of the mission. Training needs identified during the mission will be recorded under Observations in the SAM report; consultants can also discuss security training with the CD Field Security Officer (FSO) UNDSS and/or via the RSO and SEC Policy and Partnership. The SAM consultant will review all UN countryspecific security documents and where applicable WFP security documents including the Security Plan Security Risk Assessment SRA SRMM RSM Local CostShared Security Budget Standard Operating Procedures Contingency/Emergency Plans etc. comment on the relevance of these documents to WFPs security goal and as appropriate make Observations in the SAM report. The SAM consultant will review the main threats faced by WFP. If they differ from the current SRA/SRM documents the SAM consultant will provide Observations in the report on possible additional risk mitigation measures. The SAM consultant will conduct meetings with relevant staff either remotely or in person including but not limited to the WFP CD WFP FSO Security Focal Points (SFPs) Local Security Advisers (LSAs) other UN Agencies Funds and Programs (UN AFP) security staff and UNDSS security officers and security analysts. The SAM consultant will use the appropriate tool provided by SEC Policy and Partnership for collecting the security data (currently the eTREMP system) and to provide Recommendations and Observations. The SAM consultant will carry out an assessment of the WFP Country Office security management systems and procedures. This will include a physical safety and security review of every WFP premise including the Country Office SubOffices Field and Area Offices Guesthouses and Warehouses if there is fulltime WFP staff presence at these locations. The purpose of this assessment is to focus on the state of SRMM compliance/noncompliance issues and make Recommendations in the SAM report as appropriate. Other modalities allowing for remote engagement may need to be adopted in case of contingencies or other types of travel restrictions. The SAM mission report will be sent to the RSO at the conclusion of the data gathering process which will enable the RSO to review the report and then assign Countylevel actions to be taken to remedy noncompliance issues and enhance the security environment. This will also allow evaluation of the progress made since the previous WFP Security Assistance Missions. The SAM consultant will ensure that a closeout meeting either online or in person is conducted with the CD or DCD and the FSO/LSA/SFP to highlight the key findings of the report before the final report is sent to the RSO for validation. In addition to the routine SAM mission procedures described above and given the skill set of the SAM team SAM consultants may also be deployed on special surge missions of up to 28 days in support of either Regional or Country offices. Such missions are arranged on a voluntary casebycase availability basis deployed on the authorization of the Director WFP Security Division and working to specific TORs for each mission. The SAM consultant will produce a short ad hoc endofmission report for SEC HQ Policy And Partnership and RSO at the conclusion of the mission.

DELIVERABLES AT THE END OF THE STANDARD SAM MISSION:

The finalized SAM mission report for all locations in the designated country with appropriate Recommendations and Observations is to be submitted to the RSO and to Security Division HQ and SEC Policy and Partnership not later than 7 days following the conclusion of the mission.

The content of the SAM report must include the following:

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University degree in Security Management International Relations or Law Enforcement or other relevant field or First University degree with additional years of related work experience and/or training/courses. A diploma obtained from Military/Police Academy with qualifying relevant experience may be accepted in lieu of the First University degree.

Experience:

Solid professional experience in security management (relevant military policy or corporate) and/or security risk management with a background and interest in international humanitarian development.

Knowledge & Skills:

Languages:

Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language is desirable
