In India Jhpiego works across various states in close collaboration with national and state governments providing technical assistance in the areas of family planning maternal and child health strengthening human resources for health and noncommunicable diseases. These programs are funded by USAID Bill & Melinda Gates Foundation RTSL David & Lucile Packard Foundation Childrens Investment Fund Foundation (CIFF) MSD for Mothers and others.
Strengthening Human Resources for Health structures & capacities is one of the key areas of intervention under the health system strengthening efforts in Bihar. The Department of Health Govt of Bihar the State Health Society Bihar along with several development partners has been focusing on inservice and preservice capacity building of Nurses. The Department of Health through its Mission Unnayan is pledged to create an ecosystem for nurses from Bihar to find employment across public service institutions private sector hospitals and be competitive in the international job market as well as to build the overall competency and quality service delivery by inservice nurses working within the Health System. Jhpiego is supporting the Department of Health through several reforms within the Mission Unnayan Framework. The State Health Society Bihar is also a key stakeholder in ensuring the continuous capacity building of inservice nurses and has a vision to create sustainable systems to ensure quality health service delivery reaching the community. Therefore it is imperative that the Jhpiego team work closely with key stakeholders of nursing education and service delivery within the State Health Society. In this context Jhpiego is seeking a State Program Manager to work closely with the Nursing and other allied teams of State Health Society Bihar to strengthen several aspects of the HRH strengthening pertaining to nurses. This advertisement is to hire a Senior Program Manager for the duration of the project related to HRH strengthening in Bihar.
Responsibilities
Enhance crossfunctional collaboration of various domains of Health to improve service delivery by nurses.
Work closely with other teams in State Health Society to foster and enhance collaboration related to service provision by nurses at community and facility levels.
Engage experts and other stakeholders related to improving nursing services to develop a comprehensive plan to develop systems for enhancing nursing education and services.
Engage with other partners including TSU and those engaged in Mission Unnayan and Nursing Services to ensure a seamless implementation for programs and activities related to nursing care.
Support Nursing Midwifery Education and Comprehensive Primary Health Care team is developing a seamless system to integrate the roles of nurses working in various capacities within the health system.
Design and develop sustainable ecosystems for Continuous Competency building of Nurses
Lead the design implementation and demonstration of replicable Competency Enhancement Units in several key Nursing institutions.
Identify models and partners for continuous faculty development for competency enhancement units.
Work closely with teams related to blended training of nurses to develop or refine course curriculum and materials as per requirements that emerge during system building for Nursing HRH competency enhancement.
Provide thought leadership and liaison with key stakeholders to establish Operational linkages between different domains of Comprehensive Primary Health Care at state level
Work closely with various state level stakeholders of different program packages of comprehensive primary health care to develop strategies for effective convergence of various health domains to increase coverage and quality of a range of health services.
Landscape sectors outside health which can leverage and improve the quality of services provided through the CPHC platform including linkages between climate and health community and health one health etc.
Strengthening the role of SHSB in Nursing
Work closely with the Nursing team in State Health Society to develop plans and garner resources to strengthen nursing HRH systems in the state of Bihar.
Engage experts and other stakeholders related to improving nursing services to develop a comprehensive plan to develop systems for enhancing nursing education and services.
Engage with other partners including TSU and those engaged in Mission Unnayan and Nursing Services to ensure a seamless implementation for programs and activities related to nursing care.
Strengthen the role of State actors in creating a positive ecosystem for enabling courses related to nurse midwifery practitioners
Required Qualifications
Masters degree in any stream related to Health medicine bioscience & nursing social work Public Health Nutrition Health administration development Doctor or Doctorate Preferable
12 15 years of experience in Health Sector
With at least 5year work in Bihar
