Job Description

Main Responsibilities

Research Analysis and Drafting

  • Plan and conduct innovative economic and policy analysis on tourism trends policies and specific aspects of the broader policy framework for tourism at the international national or subnational level. The topics to be addressed as part of the Tourism Committees programme of work may include: sustainable tourism development destination management and diversification social impacts of tourism green and digital transition governance tourism measurement indicators and monitoring tools.
  • Compile and analyse quantitative and qualitative evidence on applied economic and policy issues of relevance for tourism including identifying good practices preparing case studies and assessments and developing tailored guidance and policy solutions to assist countries to design and implement evidencebased tourism policies.
  • Draft and edit high quality substantive papers for maximum policy impact ensuring their timely delivery including policy papers chapters in policy reviews and thematic reports and case studies.
  • Draft  highquality policy relevant outputs  including policy papers workshop agendas issue notes and proceedings policy messages and blogs based on research and relevant published material.
  • Stay current on emerging research exploratory work and policies emanating from governments other international organisations nongovernmental organisations academia and the private sector.

Coordination and communication

  • Support the work of  the OECD Tourism Committee its Working Party on Tourism Statistics Global Forum on Tourism Statistics Knowledge and Policies and related conferences and events.
  • Manage and coordinate assigned tourismrelated projects ensuring timely delivery and high quality outcomes.
  • Organise and manage technical workshops capacity building sessions and policy seminars  including liaising with internal and external stakeholders
  • Supervise and review the substantive work of external consultants statisticians data scientists and junior staff as appropriate.
  • Present  complex material in a clear manner for specialist and nonspecialist audiences including preparation of briefing notes and speeches for senior OECD officials.
  • Collaborate across CFE and other OECD Directorates and contribute to horizontal and multidisciplinary projects and outputs.
  • Support resource mobilisation for the Tourism Committees programme of work including preparing funding proposals and liaising with donors. 

Stakeholder Engagement and Representation

  • Establish and maintain strong working relationships with representatives from governments national statistical offices academia and  international institutions
  • Contribute to internal and external visibility of  OECD work on tourism through strategic dissemination and communication efforts.
  • Represent the OECD at international meetings on tourism organised by member and partner countries and international organisations.  

Qualifications :

Ideal Candidate Profile

Academic Background

  • An advanced university degree in economics statistics tourism or a closely related field with a strong focus on applied economic analysis and/or public policy.

Professional Background

  • A minimum of three preferably at least five years experience in applied policy in an economic development or tourismrelated field preferably in an international organisation government agency national statistical office or research institute.
  • Demonstrated experience producing highquality written outputs including policy papers analytical reports and briefing materials.
  • Good knowledge of the OECDs substantive work particularly in tourismrelated fields would be an asset.
  • Project management and stakeholder engagement capabilities including experience in organising events managing external partners and producing high quality evidencebased economic analysis and recommendations to guide public action.
  • Demonstrated experience in the use of economic statistics and quantitative analysis and drafting of highquality reports using strong analytical and research skills including proficiency in handling and interpreting economic and policy data.
  • Experience in engaging and dealing with senior stakeholders including  government representatives experts and international organisations.
  • Previous work experience in an international or governmental context in research and analytical activities is an asset.
  • Experience in delivering workshops/training seminars on tourismrelated policy and data topics is an asset.

Tools

  • Familiarity with using at least one common statistical software package.
  • Knowledge of programming languages such as Python or R would be an asset.

Core Competencies

  • OECD staff are expected to demonstrate behaviour aligned to six core competencies which will be assessed as part of this hiring process.   • There are three possible levels for each competency. The level for each competency is determined according to the specific needs of each job role and its associated grade.

Contract Duration

  • 13 months fixed term appointment with the possibility of renewal (up to a maximum of 36 months).
