Position Summary
The City of Regina is seeking atemporary Development Control Officer II (Enforcement) to join our team.

The successful candidate in this position will primarily be responsible for the enforcement of zoning bylaw regulations and may also be involved in the review and approval of proposed development permit applications. In fulfilling these responsibilities the position requires providing exceptional customer service to internal and external stakeholders through effective communication strong organizational skills assertiveness and a comprehensive understanding of Zoning Bylaw regulations.

Duties & Responsibilities

  • Provide technical advice interpretations and administration for the general public architects contractors civic departments and other stakeholders on matters related to compliance with municipal zoning bylaws and related regulations.
  • Initiate enforcement actions by confirming infractions through observations issuing notices of noncompliance to property owners and preparing cases for prosecution where voluntary compliance cannot be achieved.
  • Prepare responses and represent the Branch at appeal hearings.
  • Review and approve residential industrial and commercial plans to ensure compliance with zoning bylaws and regulations.
  • Perform related duties as required.

Education & Experience

The knowledge skills and abilities required for this position are obtained through:

  • A two (2) year diploma in Architectural Technology or an educational equivalent.
  • A minimum of four (4) years related experience working in a development or planning field.

Knowledge Skills & Abilities

  • Ability to effectively execute typical duties as outlined in the job responsibilities.
  • Strong written and verbal communication skills for interacting with a variety of audiences through reports emails letters and presentations.
  • Ability to exercise sound judgement in enforcing regulations with firmness assertiveness impartiality and adherence to ethical principles.
  • Willingness to pursue sensitive land use enforcement issues (e.g. illegal body rub establishments adult entertainment venues or unauthorized dwelling units).
  • Demonstrated ability to work independently managing time making decisions resolving conflicts and mediating disputes.
  • Proficiency in Windowsbased software including word processing spreadsheets and email.
  • Proficiency in using BlueBeam software.
  • Knowledge of safe working procedures and practices relevant to zoning and development inspections.

Working/Other Conditions

  • Must possess a valid Saskatchewan drivers license and have access to a personal vehicle (a travel allowance is provided).
  • Note: Testing may be conducted to assess knowledge skills and abilities.

  • Successful candidates may be required to provide a satisfactory criminal record check per the City of Reginas Criminal Record Check Policy.
  • Proof of education is required.
  • Additional assessments may be conducted to evaluate competencies skills and knowledge.
