JOB SUMMARY

The mandate of the Rail Construction Program is to transform develop grow and sustain Ottawas Light Rail Transit Systems as a component of the City of Ottawas overall transportation and mobility strategy. The Senior Project Manager will help to manage the City of Ottawas oversight of the Stage 2 Light Rail Transit (LRT) multimilliondollar P3 project.

The Senior Project Manager will be responsible for managing the delivery of rail systems related equipment and infrastructure as well as Safety and Security related projects for Confederation Line East and West and the Trillium Line South extensions.

Responsibilities include:

Leading coordinating supporting and providing subject matter expertise in Project Management activities for the delivery of various projects related to rail systems and safety and security and testing and commissioning.
Management of internal stakeholders (procurement OCT etc) in the delivery of these projects.
Managing overall schedule for Rail Systems Branch and budget tracking.
Managing and coordination of requirement management process for branch as well as key branch deliverables.
Managing issues tracking risks and project change requests and project reporting to ensure successful and ontime project delivery.
Other duties as assigned.

EDUCATION AND EXPERIENCE


Completion of 4 year university degree in Mechanical Civil Electrical or Structural Engineering or Architecture from a recognized university.

Minimum of 8 years of professional experience in the discipline of planning design and construction of projects including a minimum of 5 years construction project management experience.

Desirable Qualifications:

  • Experience in Light Rail
  • Experience with SAPPS

    CERTIFICATIONS AND LICENCES

    Licensed Professional Engineer (.) with Professional Engineers Ontario (PEO) OR Licensed Architect with Ontario Association of Architects (OAA) is desirable
    Project Management Professional (PMP) certification is an asset
    LEED AP (Accredited Professional) with Green Building Certification Inc. (GBCI) is an asset

    KNOWLEDGE

    • Current engineering accessibility and building renewal planning design construction and rehabilitation methods and practices;
    • Related national provincial and engineering codes and standards including legislation regulations codes and bylaws pertaining to design construction environmental assessment health and safety accessibility project management pertaining to Ontario Building Code Accessibility for the Built Environment Occupational Health and Safety Act Canadian Green Building Council Leadership in Energy and Environmental Design (LEED) Environmental Assessment Act Ontario Fire Codes etc.
    • Processes for developing quote calls RFQs and RFPs including the tendering process with regard to acceptance review and selection of bids/tenders and consultant proposals
    • Current construction materials methods processes and practices; carrying out construction work site inspections for the purpose of resolving project onsite problems and accepting/rejecting contractors work
    • Application of the principles of project management including concepts pertaining to work breakdown structures cost containment/control and reporting of complex multiyear multidiscipline high dollar value projects
    • Computer applications pertaining to project management spreadsheet word processing email internet and SAP
    • Protocols for preparing reports briefings and other communiqus pertaining to public consultation and in response to senior management/councillor inquiries
    • Prepare complex formal RFQs and RFPs; review analyze and recommend acceptance of proposals
    • Manage concurrent complex high dollar value and often highly sensitive projects and bring projects to completion on time and on budget
    • Manage concurrent activities with consultants contractors and other levels of government and external agencies
    • Must possess the training experience and knowledge to organize the work and its performance
    • Must be familiar with all applicable health and safety legislation have knowledge of any potential or actual danger to health or safety in the work place and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures.
