Position Overview:

The Department of Healthcare and Family Services is seeking a highly capable and experienced professional to serve as the Chief of Staff for the Office of Inspector General (OIG). The ideal candidate for this challenging and rewarding role will have management and supervisory experience in a government oversight agency with a focus on investigations law compliance and personnel. They will understand Medicaid and managed care and the state and federal regulatory landscape for healthcare providers. The ideal candidate will demonstrate the ability to exercise sound judgment in the identification of priorities to work collaboratively with internal and external partners proactively address issues and ensure timely completion of all work. The candidate will exhibit strong leadership skills to achieve set goals while demonstrating independent initiative and possess strong written and verbal communication skills.

Essential Functions

  • Serves as Chief of Staff for the Office of the Inspector General (OIG)
  • Serves as a full line supervisor
  • Directs initiatives related to OIG personnel programs policies and resources that impact the Offices performance and effectiveness
  • Serves as a member of IGs executive staff providing guidance and counsel to all levels of staff
  • Represents the IG at various internal and external meetings with the authority to make decisions which commit OIG to action
  • Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires the completion of four (4) years of college with course work in business or public administration
  • Requires four (4) years of progressively responsible administrative experience in a public or business organization

Preferred Qualifications

  • Four (4) years of professional experience serving in leadership for a governmental organization
  • Four (4) years of experience supervising professional staff
  • Four (4) years of professional experience engaged in change management process improvement and strategic planning
  • Four (4) years of professional experience developing and maintaining effective working relationships with senior leadership
  • Four (4) years of professional experience developing and implementing policies and regulations with internal and external stakeholders
  • Four (4) years of professional experience representing a program area or organization to public or private entities legislators regulatory agencies and the public
  • Four (4) years of professional experience working with confidential information or sensitive issues
  • Four (4) years of professional experience interacting with and communicating in verbal and written form with internal and external stakeholders

Conditions of Employment

  • Requires completion of a background check and selfdisclosure of criminal history
  • Requires ability to travel in the performance of duties with overnight stays as appropriate
  • Requires the ability to utilize and maintain state issued equipment such as a laptop
  • Overtime is a condition of employment and you may be requested or required/mandated to work overtime including scheduled unscheduled or lastminute overtime. This may require the ability to work evenings and weekends
  • This position has been found to meet the requirements in section 4A101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 1509) Fines and penalties apply to untimely filings
