Job Description:
Job Duties: Presents training as required by the Nebraska Jail Standards. This includes training for front line staff administration managers and trainers and includes training on topics relevant to job duties. Develops and updates curriculum for use in adult and juvenile detention and staff secure facilities statewide. Coordinates distribution of curriculum and training of trainers in all facilities. Researches develops and designs new training courses and employee development programs utilizing defendable information and educational methods. Coordinates Initial Training Schedules for all the regional initial training locations in Nebraska in coordination with the local and state agencies. Coordinates with statewide detention and corrections professional organizations to put on a threeday spring conference for jails annually and to provide speakers related to jail topics for conferences presented by other professional organizations. Coordinates the maintenance of training records statewide to comply with the requirements of the Standards and the Secretary of States Office. Coordinates the development maintenance and distribution of monthly training bulletins on a variety of jail topics that can be utilized by smaller jails to provide required annual training to their staff. Provides consultation to jails on topics related to training presentation curriculum development maintenance of training records legal and liability reduction strategies and training certification. Maintains an evaluation system for all programs under their purview including establishing and monitoring goals and performance standards for jail staff. Other duties as assigned within the scope of the classification.
Requirements / Qualifications
Minimum Qualifications: Four years experience and/or training in planning and presenting information and/or education to others through formal training workshops seminars or other instructional venues including experience developing training programs or curriculum. Bachelors degree in education human resources organization communication training and development or related field may be substituted for experience.
Other: This position requires frequent travel throughout the state. Occasional overnight trips can be expected. As such the incumbent must be able to present a valid drivers license or another form of reliable transportation. Regular and reliable attendance is required.
Knowledge Skills & Abilities:
Knowledge of: learning theory adult training and development principles and practices; employee development programs program management curriculum development and training evaluation techniques and multimedia instruction performance assessment and analysis processes; learning theories and techniques used in the field of adult instruction; practices and principles of supervision and management; detention management principles detention caselaw and detention operations requirements.
Ability to: conduct formal program assessments to determine agency workforce and individual training needs and develop learning opportunities to address these needs; assess learning achievement and competency demonstration; develop individual and comprehensive learning development programs; present training courses or information; understand and apply existing training directives; operate audiovisual and other presentation equipment and computer software and hardware to present training and instruction; communicate with others in person and by electronic means and correspondence; establish rapport and maintain work relationships with others; facilitate group processes; develop and manage training budgets; develop strategic plans; supervise the work of the jail trainers.
Skill in: evaluating the effectiveness of individual training courses and initiating or recommending course changes based on the evaluation.
