The Division of Mental Health is seeking to hire a manager of Fiscal and Support Services for our State Operated Psychiatric Hospitals (SOPH). The Fiscal and Support Services Manager will oversee the fiscal operations of the 8 (adding JITC) state operated facilities. The Division of Mental Health ensures equitable access to a full continuum of preventive supportive and recoveryfocused treatment resources that promote mental wellness for all people in Illinois.
Serves as the Manager of Fiscal and Support Services.
Responsible for the standardization of business practices within the SOPH system to ensure compliance with applicable statutes policies and procedures.
Develops and implements the master budget for SOPH Operations with guidance from the SOPH Operations fiscal liaison.
Promotes improved operating procedures and processes facilitates communication and intradevelopmental Center cooperation and efficiency.
Serves as a member of the SOPH Executive Leadership Team.
Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Requires knowledge skill and mental development equivalent to completion of four (4) years of college.
Requires prior experience equivalent to three (3) years of progressively responsible accounting experience in a public or private organization.
Four (4) years of professional experience working with budgets for a large organization.
Four (4) years of professional experience working with Comptroller rules and regulations Federal and State rules regulations and guidelines.
Three (3) years of professional experience utilizing governmental accounting systems
Three (3) years of professional experience interpreting and implementing policies and procedures.
Two (2) years of professional experience working with both internal and external stakeholders including auditors.
Two (2) years of professional experience working with audit theory principles methods and procedures and laws rules and regulations relative to accounting.
Requires ability to pass the IDHS background check.
Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
Requires basic proficiency in Microsoft Office Suite.
Certain provisions of the revolving door restrictions contained in 5 ILCS 430/545 apply to this position. As a result the employee should be aware that if offered nonState employment during state employment or within one year immediately after ending State employment the employee shall prior to accepting any such nonState employment offer notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
This position has been found to meet the requirements in section 4A101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 1509) Fines and penalties apply to untimely filings.
