Job Description

LongTerm

Performs work related to the operation and maintenance of the County animal shelter; aids the public on matters concerning animals; does related work as required. An employee in this classification is responsible for performing general recordkeeping public assistance and cleaning activities for the County animal shelter. Work is performed under the supervision of the Public Health Director or designated supervisor who reviews work for quantity and quality. Supervision is not normally a responsibility of positions in this classification. Technicians will be responsible for overseeing the work of trustees during the daily operations of the shelter.


ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Answers questions from the general public regarding animal shelter policies and procedures; relays animal control complaint information to the Animal Control Officers.

2. Performs animal intake by receiving unlicensed stray and uncontrolled animals brought to the shelter.

3. Performs shelter maintenance including feeding/care of animals and the cleaning of kennels/cages.

4. Issues animal licenses; receives payments for fines/fees and issues receipts.

5. Processes animals for adoption; includes vaccination diagnostics administering medication and temperament evaluation; includes adoption counseling.

6. Assists in supervising Community Corrections work crew and shelter volunteers.

7. Maintains necessary records of shelter activities i.e. inputting complaints issuing license notices adoptions shelter animal medical records and caseload distribution for animal control officers.

8. Euthanizes animals; maintains/renews necessary permits; maintains strict control of all pharmaceutical products and their use in accordance with Drug Enforcement Administration regulations.

9. Other duties as assigned.

SUPERVISORY RESPONSIBILITIES

This position may direct community corrections work crews and/or shelter volunteers.


QUALIFICATIONS

To perform this job successfully an individual must be able to perform each essential duty satisfactorily. The requirements listed are representative of the knowledge skill and/or ability required. Some knowledge of animal care behavior and handling; the laws and regulations pertaining to animal control and licensing are preferred.


EDUCATION AND EXPERIENCE

High school diploma or equivalent.


JOB IMPACT

The consequences of error could include exposure to litigation and/or public embarrassment due to the providing of inaccurate information to the public or mistreatment of an animal.


JOB CONTACTS

Incumbents in this position work directly with the general public and with the Public Health Department regarding the dog licensing program.


LANGUAGE SKILLS

Ability to communicate effectively both verbally and in writing ability to read and interpret documents such as safety rules operating and maintenance instructions and procedure manuals. Ability to write routine reports and correspondence understand oral and written instructions.


REASONING ABILITIES

Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions. Ability to deal with problems involving a few concrete variables in standardized situations.


OTHER SKILLS AND ABILITIES

Deal courteously effectively and patiently with animals adults and children; use initiative and judgment; work independently; establish and maintain effective relationships with other County employees and promote awareness and provide information on public health issues relating to the animal shelter; maintain clean and sanitary kennels/cages; maintain necessary records.


CERTIFICATES LICENSES REGISTRATIONS

Possession of a valid Oregon Drivers license; history of safe driving record.


BACKGROUND INVESTIGATION

Must pass preemployment drug testing and a background investigation including but not limited to criminal background investigation. Conviction of a crime will not necessarily disqualify an individual for this classification.


WORK ENVIRONMENT

Worksite euthanizes animals as needed and requires handling potentially vicious animals and the possibility of encountering animals having rabies Lyme disease and cat scratch fever. Incumbents are required to work outdoors in all types of weather conditions to perform unpleasant and physical work in the cleaning of kennels/cages and to lift 50pound bags of dog/cat food. The position is impacted by uncontrollable workflow and interruptions.
