Job Description

ABOUT THE POSITION



The County of Riversides First 5 Children & Families Commission Administrative team is recruiting for a Business Process Manager located in Riverside.

The Business Process Manager will develop and lead strategic initiatives that enhance service delivery and operational efficiency within the Children and Families Commission First 5 services. The incumbent will be responsible for but not limited to leading training and developing their assigned reports primarily focused on business process improvement (BPI) made up of multiple stakeholders crossfunctional subject matter experts and professional level staff. The manager will develop review and revise new and existing policies and procedures and oversee the deployment and implementation of systemic process improvement plans. Additional responsibilities will include Ad HOC reporting data management and reporting and assisting with department process improvement events.

Ideal candidates will have professional supervisory experience in a government or public non profit human services agency strong analytical and leadership skills a background in Lean Six Sigma or similar methodologies for continuous enterprise business process improvement.

The most competitive candidates will have strong knowledge and experience using Microsoft Suite programs PowerBI SharePoint and Excel SQL Database management and SalesForce.

This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3 Section 311(C) of the County Management Resolution. EXAMPLES OF ESSENTIAL DUTIES

Responsible for engaging the project team and site organization at all levels in the development of BPI plans to ensure implementation and timely deployment of project deliverables to achieve organizational objectives and efficiency.

Determine project scope and establish functional work teams; oversee BPI plan and develop key performance indicators; collaborate with key stakeholders and core project team members to assess progress and ensure optimum results.

Establish effective methodologies standard operating policies and procedures and best practices for datainformed decisionmaking purposes; develop problemsolving techniques to enable individual team members to adapt to change and resolve issues throughout the business process life cycle.

Facilitate communication by utilizing expedient methods and appropriate tools to efficiently disseminate relevant project plan information and evaluate accomplishments through the use of milestone markers; serve as the primary advisor and provide project leadership and business consulting expertise to assist key stakeholders with the deployment of modernized computing strategies as appropriate.

Identify the appropriate resources to assess the organizations training needs and requirements to support implementation and execution of the overall BPI plan objectives.

Maintain the requisite knowledge and stay abreast of new technology business best practices governance risk and compliance; applicable laws and regulations that impact County operations in order to provide sound business process solutions and appropriate recommendations.

Interview train and evaluate subordinate staff as required.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited college or university with a Bachelors degree preferably with a major in information management accounting business or public administration or a related field to the assignment. (Additional qualifying experience may be substituted for the required education on the basis of one year of fulltime experience equaling 30 semester or 45 quarter units of the required education).

Experience: Three years of professional experience in which one year was in a technical lead or supervisor capacity with subject matter expertise in business systems management information technology management program applications business processes and procedures financial reporting and data or other accounting experience.

Knowledge of: The principles and techniques of supervision; the principles practices policies and procedures of purchasing inventory data management billing accounts receivable business processes and procedures business management systems budgeting and general governmental accounting process improvement report and policy writing.

Ability to: Plan initiate organize direct control and evaluate the work assignments of subordinates who routinely utilize complex data systems; maintain work product conformance to program standards and objectives; read and interpret complex rules and regulations; apply legal and administrative accounting policies to general County systems; compose clear and concise reports recommendations correspondence policies and procedures; communicate in a clear and concise manner; establish and maintain effective working relationships with departments and subordinates; effectively delegate work to subordinates.
