Job Description
SUMMARY:
Reporting to the Associate Vice President and Dean of Students the Director of Counseling and Psychological Services provides vision leadership and strategic direction for the overall management for onsite direct care emphasizing wellness and mental health care for students and all other services provided by Counseling and Psychological Services at both the Montclair and Bloomfield campuses. The Director develops and implements policies and manages systems within the counseling center to protect the health safety and wellbeing of the MSU community and to assure timely and quality care in compliance with state laws national standards of care and professional legal/ethical guidelines. The Director interprets relevant federal state and local laws and directives (HIPAA FERPA Jeanne Clery Act Title IX) and applies interpretation to case management practices. In addition the Director oversees major specialized programs including group psychotherapy alcohol and other drug use services and mental health outreach and prevention initiatives.
PRINCIPAL DUTIES AND RESPONSIBILITIES:
Lead the strategic vision of Counseling and Psychological Services in delivering mental health services and educational programs that foster the safety and wellbeing of the campus community.
Develop and monitor yearly unit goals and objectives. Lead in the evaluation and assessment of service provision and programs and develop new programs to improve and expand services. Gather and analyze empirically based quality assurance data which include research needs assessment client satisfaction evaluation and related outcome measurements. Oversee development implementation review and documentation of student counseling services policies and procedures.
Provide direct supervision and management of the counseling center staff and graduate student trainees with the assistance of the Associate Director. Oversee employee recruiting hiring training scheduling/assignments evaluation. Recommend reappointments promotions and disciplinary actions for department staff. Ensure compliance with continuing education requirements and provide professional development opportunities for staff and graduate student trainees.
Oversee the provision of routine and emergency individual psychological consultation assessment brief psychotherapy crisis intervention and appropriate referrals when necessary to students presenting with a wide range of psychological conditions and concerns.
Supervise the assessment and diagnoses of specific psychological conditions and disorders by staff and contracted service providers. Initiate direct and review quality assurance and peer review protocols and procedures for clinical performance and standards.
Administratively oversee major specialized programs including clinical training group psychotherapy alcohol and other drug use services and mental health outreach and prevention initiatives.
Carry an active patient caseload when needed.
Foster professional relationships with mental health agencies and clinicians in the community and maintain an offcampus referral base for students faculty and staff requiring specialized or longterm treatment.
Supervise the performance of emergency procedures for the immediate management of mental health emergencies both in the office during regular business hours and on a rotating oncall basis after normal business hours. Coordinate care and/or provides trauma debriefing services in the aftermath of campus emergencies. Serve as a key leader in assisting the universitys response in a crisis including outreach and support to students and their families.
Direct the creation of mental health campuswide programming; lead and/or collaborate with campus partners to support innovative and engaging campus strategies that boost student mental health and wellness.
Research write and obtain external funding from grants foundations and other gifts in kind.
Provide consultation to faculty/staff on mental health awareness.
Partner with colleagues within the department across campus and at other member institutions and throughout the region to optimize delivery of services. Recruit additional resources and deploy as needed.
Serve on the CARE team Managers Team within the Division of Student Development and Campus Life.
Develop and monitor all counseling center expenditures and annual budget requests.
Perform other duties as assigned.

QUALIFICATIONS:
REQUIRED:
Psy.D./Ph.D. in Clinical Counseling or School Psychology.
Minimum five (5) years of professional work experience in a university counseling center or related field.
Current licensure in New Jersey or current licensure in another state with the ability to obtain New Jersey licensure within six months of hire date.
Knowledge of best practices within counseling centers/programs at a university or college and welldeveloped ability to assess/intervene with developmental concerns of young adults.
Strong ability to build collegial relationships within the University and surrounding community.
Ability to work evenings weekends and occasional holidays.
Ability to participate in oncall rotation for emergent situations.
Grant proposal development and grant management experience.
PREFERRED:
Supervisory experience.
