Purpose of Job
Under general supervision performs front line customer service activities associated with customer utility accounts property and business taxes and various permits and licenses.
II. Essential Job Duties
A. Customer service
- Initial customer contact for phone email and walk in utility and other inquiries.
- Mastery of all aspects of customer utility billing and collection policies procedures and records.
- Performs customer service functions including:
- providing assistance and information related to City services procedures forms fees or other issues;
- responding to routine questions complaints or requests for service;
- initiating problem resolution.
- Sets up new customer utility accounts
- Completes orders for disconnection or connection of services.
- Prepares various forms correspondence and location inspection workorders.
B. Collections
- Maintains customer accounts processes payments in utility billing software processes credit card payments through electronic payment vendor software.
- Performs a variety of bookkeeping and cashiering tasks including balancing cash set up cash register drawers posting financial data balancing accounts calculating adjustments and performing edits.
C. Cashiering and Permitting
- Maintains and reconciles assigned cash drawer.
- Processes and receipts payments for utility bills and other fees or services including cash check and credit card transactions.
- Issues Yard Sale Permits and processes payments regarding same.
- Issues Compost Vouchers and processes payments regarding same.
- Accepts and reviews initial paperwork for various other permits and licenses including peddler/solicitor/itinerant merchant permits beer permits and business licenses and issues customer receipt regarding same.
III. Other Job Duties
Performs other job duties as assigned including:
- Perform related duties and responsibilities to assist other employees in the department as required.
IV. Primary Job Challenges
Primary challenges of this position include understanding City policies and regulations and dealing with the nuances of:
- Residential Customers; Commercial Customers; Inside the City Customers of Water and Sewer; Outside the City Customers of Sewer Only;
- Billing procedures and timing for City Water and Sewer Customers;
- Billing procedures and timing for Sewer Only Customers of three distinct contiguous water districts:
- Milcrofton Water District
- Mallory Valley Water District
- HB&TS Water District
- Working to satisfy customers with complaints up to limits of authority and properly identifying those that need to be escalated to a supervisor.

VI. Key Competencies Required
Has considerable knowledge of the policies procedures and activities of the City and accounting practices as they pertain to the performance of duties relating to the position. Is knowledgeable of clerical bookkeeping ledger maintenance tax reporting and billing/collection practices as necessary in the completion of daily responsibilities. Has comprehensive knowledge of the terminology principles and methods utilized within the department. Is knowledgeable and proficient with computers. Perform data entry and to type accurately with appropriate speed.
- Language Skills: Read analyze and interpret general business periodicals professional journals technical procedures or governmental regulations. Write reports business correspondence and procedure manuals. Effectively present information and respond to questions from groups of managers customers and the general public.
- Mathematical Skills: Add subtract multiply and divide in all units of measure using whole numbers common fractions and decimals. Compute rate ratio and percent and to draw and interpret bar graphs.
- Reasoning Ability: Apply common sense understanding to carry out multistep instructions furnished in written oral or diagram form. Deal with problems by choosing from several known choices with frequent reliance on how problems were dealt with before.
- Teamwork: Develops constructive and cooperative working relationships with others. Encourages others to express their ideas and opinions. Provides input into identifying and solving problems. Anticipates need of others for information about job tasks and work environment and provides it to them in a timely manner. Willingly assists others with job tasks when appropriate.
VII. Physical Demands and Work Environment
Physical Demands: Performance of the essential duties of this job requires the incumbent to:
- Remain in a stationary position 50% of the time.
- Occasionally move about inside the office/building to access file cabinets office machinery the public etc.
- Constantly operates a computer and other office productivity machinery such as a calculator copy machine computer printer and telephone.
- Regularly positions self to maintain office area and items needed to complete daily tasks.
- Regularly communicates information and ideas so others will understand. Exchange accurate information in these situations.
- Occasionally moves/transports up to 10 pounds.
Work Environment: Performance of the essential duties of this job requires:The work environment is moderately noisy (examples: business office with computers and printers light traffic).
