Job Description

Who We Are:CAMBA is a community of staff volunteers clients donors neighbors and partners who work together to build an inclusive New York City where all children and adults have access to the resources and supports they need to thrive. We take a comprehensive approach by offering more than 180 integrated programs in: Education & Youth Development Family Support Job Training & Employment Support Services Health Housing and Legal Services. We reach more than 73000 individuals and families including almost 13000 serves a diverse cross section of New Yorkers from new mothers in Brownsville to job seekers in the Rockaways. More than half of our clients are immigrants and refugees from around the globe. Over 85% of our families are in living in poverty reflecting the challenges faced by nearly 1.7 million New Yorkers today.

Office of Mental Health (OHM) Supported Housing Program: provides a total of 87 units of scattered site housing to individuals who meet the programs eligibility. The first program provides 70 units of housing to chronically homeless single adults who are eligible for SSI or SSD and suffer from Serious and Persistent Mental Illness (SPMI) or are diagnosed as Mentally Ill and Chemically Addicted (MICA). The second program provides 10 units of housing for SPMI individuals who reside in OMH psychiatric centers Article 28 inpatient hospitals residential treatment programs and adult homes. The third program provides 7 units of housing to individuals who are SPMI and have been residents of either OMH Psychiatric Centers or OMH operated residential programs for one year or longer. All apartments are located in Brooklyn. The program offers Case management services focusing on removing barriers to maintain housing by ensuring that all clients basic needs are met and that clients are connected to needed services such as mental health and substance abuse. The operations component focus on the housing units meeting habitability standards by working with landlords and management companies to address major repair issues and complete minor repairs as well as identifying new units negotiating leases and making units ready when there is a vacancy. Clients contribute 30% of their income towards their rent.

What The Program Manager Does:

  • Maintain professional relationships with clients and client confidentiality.
  • Practice Universal Precautions/Standard Protocol & Procedures.
  • Understand all aspects of contract requirements and communicate this understanding to staff.
  • Comply with all Federal State City and CAMBA security and privacy polices intended to protect the security and privacy of individually identifiable health information.
  • Make recommendations to the Senior Program Director regarding organizational policies procedures and protocols.
  • Confer with the Program Director on programmatic and operational matters.
  • Confer with the appropriate Program Director and/or other CAMBA management/Executive Staff as needed regarding programmatic and personnel issues.
  • Clearly communicate both CAMBAs and funders policies requirements guidelines and program performance targets to staff.
  • Train staff in program responsibilities processes and procedures and ensure that all staff meets contract requirements in their daily work.
  • Collaborate with staff to set realistic weekly and monthly performance targets in accordance with contract requirements.
  • Coordinate and supervise all daytoday activities of direct reporting staff.
  • Conduct periodic internal file review and implement Quality Assurance measures as needed to ensure quality service delivery to clients.
  • Prepare contract reports and statistical information for both CAMBA management and funder use.
  • Complete program forms and reports for the agencys finance payroll and human resources departments as required.
  • Collaborate with staff on programmatic improvements.
  • Organize onsite and offsite training opportunities for professional development of staff.
  • Attend and represent the organization at staff funder and external agency meetings as required.
  • Review and sign time sheets.
  • Prepare performance appraisals for direct reporting staff.
  • Ensure that all direct and subordinate staff comply with CAMBAs and funders polices and rules.
  • Ensure that any disciplinary action taken regarding staff follows CAMBAs disciplinary policy and procedure.
  • Ensure that all goals targets and performance outcomes are met on a monthly/annual basis.
  • Develop and implement Quality Assurance measures to ensure quality service delivery to clients.
  • Ensure the accuracy and timeliness of all staff weekly/monthly/quarterly/semester/annual reports.
  • Review and submit monthly and/or annual reports to funders.
  • Analyze program and demographic data to make programmatic improvements.
  • Communicate with peers on issues related to client progress and best program practices.
  • Conduct regular staff meetings.
  • Immediately report to the appropriate Senior VicePresident/Executive VicePresident any: monitoring visits or funders events; significant events; any incident that might subject CAMBA to liability.
  • In consultation with CAMBAs Human Resources Department and the Executive Vice President make firing recommendations.
  • Tasks may be modified expanded and/or assigned over time.

Minimum Education/Experience Required:

  • Bachelors degree (B.A.) and 2 years of applicable experience and/or equivalent experience.

Other Requirements:

  • Relevant experience as described above preferably in a midsized (250 employees) organization.
  • Knowledge about understanding of and ability to work closely with persons Chronically Homeless and or living mental health related issues.
  • Familiarity with prevention services.
  • Excellent written & verbal communication and interpersonal skills.
  • Computer literacy in Microsoft Office Suite products.
  • OMH Fingerprinting (Required)

Compensation: $75000 annually
When salary ranges are listed the range would represent the low and high end for the applicable position & program. The salary offered would be based on various factors unique to each program and includes but is not limited to experience education budget and/or program size internal equity skills and other factors that may be required for the position and organization.

Status: Fulltime (35 hours per week)
