HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness Mayor Adams comprehensive housing framework. To support this important work the administration has committed $5 billion in new capital funding bringing the 10year planned investment in housing to $22 billion the largest in the citys history. This investment coupled with a commitment to reduce administrative and regulatory barriers is a multipronged strategy to tackle New York Citys complex housing crisis by addressing homelessness and housing instability promoting economic stability and mobility increasing homeownership opportunities improving health and safety and increasing opportunities for equitable growth.

Your Team:

The Office of Development leads the implementation of the Mayors Housing Plan to create or preserve 300000 units of affordable housing by 2026. This is performed in close collaboration with HPD colleagues other City and state agencies and the New York City Housing Development Corporation (HDC).

The Office of Development is composed of nine divisions:

Executive Office Operations and Policy
Division of Compliance and Enforcement
Division of Housing Incentives
Division of Building & Land Development Services
Division of New Construction Finance
Division of Homeownership Opportunities & Preservation
Division of Preservation Finance
Division of Special Needs Housing
Division of Portfolio Management and Conversion

Your Impact:

The Inclusionary Housing (IH) Program operating within the Office of Developments Division of Housing Incentives administers the Universal Affordability Program (UAP) Voluntary Inclusionary Housing (VIH) Mandatory Inclusionary Housing (MIH) PrivatelyFinanced Affordable Senior Housing (PFASH) and Cure programs (collectively the IH program) and is instrumental in the implementation of the City of Yes for Housing Opportunity.
The IHnclusionary Housing Program promotes economic integration in areas of the city undergoing substantial new residential development by offering an optional floor area bonus in exchange for the creation or preservation of permanently affordable housing. This fastpaced program operates under tight deadlines and deals with highly complex technical and politically sensitive issues and relies on both the technical and strong leadership skills of the Deputy Director of Inclusionary Housing to help meet the agencys goals effectively.

Your Role:

Under the direction of the Director of Inclusionary Housing Universal Affordability Program and g and the Assistant Commissioner of Housing Incentives the Deputy Director guides and oversees all Inclusionary Housing transaction activities with a focus on UAP. The Deputy Director is responsible for managing a portfolio of projects from predevelopment through completion of construction in order to facilitate the development of permanently affordable housing that is financially feasible and compliant with the New York City Zoning Resolution. To do so the Deputy Director will also assist in supervising a team of Project Managers and Senior Project Managers including several recent hires and in interacting with a variety of public and private partners on complex multifamily real estate transactions. The Deputy Director of IH should be an individual with specialized planning zoning policy analytical underwriting and negotiating skills essential to supporting the division in addressing the increased volume of requests to perform complex financial analyses on private rezonings and special projects that are seeking City subsidy.

Your Responsibilities:

In collaboration with the Director of Inclusionary Housing UAP Assistant Commissioner and senior management oversee the development and implementation of Inclusionary Housing programs to meet the goals of Housing Blueprint MayorsCity of Yes for Housing Opportunity and other initiatives Housing Blueprint and other initiatives.
Oversee and manage transactions in the IH Program pipeline and ensure timely reviews efficient closings and completions operational effectiveness and compliance with regulations policies and procedures.

Oversee aspects of IH projects including but not limited to:
Financial feasibility analysis and comprehensive underwriting review
Zoning analysis: ensure projects are in compliance with all applicable sections of the Zoning Resolution and Rules of the City of New York.
Perform due diligence in accordance with HPDs Integrity Review policies and procedures
Direct and conduct complex technical analyses related to the IH programs.

Establish and maintain effective working relationships among staff internal and external partners and stakeholders and the general public.
Manage and train staff including establishing appropriate productivity measures supporting staff in achieving programmatic and agency goals promoting collaboration among staff promoting high achievement and skill development/progression overseeing staff in their performance of their responsibilities and evaluating and providing constructive feedback to staff.
Ensure quality control across all staff deliverables.
In collaboration with the Director of Inclusionary Housing UAP actively participate in and lead discussions on improving program processes to increase efficiency and effectiveness; participate in requirements gathering testing and other processes with HPD Tech to support the development of new applications.
Manage administrative functions such as setting productivity goals tracking reporting and compliance.
Respond promptly to requests for information and oversee the production of detailed reports memoranda presentations and written correspondence regarding projects programs new initiatives or other special projects as needed.
Use sound judgment in flagging politically sensitive and complex inquiries for the Assistant Commissioner and/or other senior staff and in interacting with outside parties including other agencies and developers and their agents.
In partnership with the Director of Inclusionary Housing UAP and Assistant Commissioner serve as the programs liaison and representative to developers banks architects attorneys Community Boards local organizations and other government agencies.
Communicate any personnel issues to the Assistant Commissioner and Director of Inclusionary Housing UAP in a timely manner.
Collaborate with other HPD divisions to achieve agency goals as well as to identify monitor and/or resolve project program and policy issues.

Preferred skills:

Candidates should have a record of achieving results in a fastpaced environment experience managing programs as well as seeking ways to improve programs and procedures strong financial analysis skills including financial modeling and financial statement analysis strong managerial experience and be detailedoriented selfmotivated and able to manage multiple projects and meet deadlines. Candidates should also demonstrate strong verbal and written communication skills.

Preference will be given to candidates with:

A proven trackrecord of closing real estate transactions; a strong financial background including underwriting experience
Knowledge of real estate development affordable housing finance various state local and federal affordable housing programs and guidelines and knowledge of HPD development programs
Demonstrated analytical skills and ability to work effectively with others to obtain results promptly
Demonstrated experience performing complex financial analyses; capability of utilizing and developing complex spreadsheets
Excellent judgment and decisionmaking skills
Excellent interpersonal skills; ability to work effectively in collaboration with and in the supervision of others
Strong facility with Microsoft Office Suite (Excel PowerPoint OneNote Outlook Visio Word) required

Candidates with a graduate degree in city planning real estate development urban studies business or public administration finance architecture engineering or other related field are strongly preferred

***PLEASE NOTE*** The position is open to applicants who are already permanent in the Associate Housing Development Specialist title passed Associate Housing Development Specialist exams #3053 or #3514 or permanent in another comparable civil service title.

Qualifications :

1.A baccalaureate degree from an accredited college or university and three years of fulltime satisfactory professional experience in the development appraisal financing negotiation or disposition of real estate or in real estate law or in urban planning or analytical or coordination work related to housing programs; or

2. A four year high school diploma or its educational equivalent approved by a States Department of Education or a recognized accrediting organization and seven years of fulltime satisfactory experience as described in 1 above; or

3.A satisfactory combination of education and/or experience which is equivalent to 1 or 2 above. Graduate study in the field of urban studies city planning business or public administration finance architecture engineering or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience. However all candidates must have at least two years of experience as described above.
