GENERAL PURPOSE
Manages redevelopment programs and projects which may include project origination program development and implementation of projects to complete strategic economic development mission of Ogden City with an emphasis on tax base growth. This position will manage and coordinate the projects budgets and activities of assigned programs. Reports to the Economic Development Director.
ESSENTIAL JOB FUNCTIONS
- Develops and implements strategies for redevelopment programs and projects with the goal of growing Ogdens tax base. Leads and manages complex redevelopment projects.
- Participates in the development and implementation of goals policies and process for redevelopment programs.
- Manages the establishment of redevelopment project areas including the creation of survey areas development of project area plans and budgets and negotiation of interlocal agreements.
- Works with development partners to ideate develop and implement catalytic projects that will grow the tax base.
- Evaluates projects to determine their eligibility for Tax Increment Financing (TIF) support.
- Contributes to the negotiation and implementation of land transfer and development agreements and participation and incentive agreements for eligible projects.
- Coordinates and responds promptly to inquiries by businesses developers and real estate partners.
- Maintains relationships with taxing entities that participate in redevelopment project areas economic development organizations developers and real estate brokers and knowledge of their programs and initiatives.
- Organizes and presents information for management review including ongoing comprehensive reports with organizational improvement recommendations or changes needed to reach current and future department goals.
- Analyzes trends and conditions that will impact economic development and recommends necessary strategic modification to take advantage of those trends and conditions.
- Identifies areas of opportunity and weakness to improve the competitiveness of Ogden City.
- Participate in professional group meetings.
- Participate in safety and risk management activities; take action to reduce liability to the city.
- Attendance and punctuality are essential functions of this position. Employee is required to work as a team and frequently meet with coworkers and supervisors.
- Employees are required to communicate inperson with the public during office hours; and employees are required to use onsite equipment.
- Perform related duties and responsibilities as required.
EDUCATION AND EXPERIENCE REQUIREMENTS
- Requires four years increasingly responsible experience in community or economic development real estate development or redevelopment.
- Bachelors degree in business Economics Public Administration Urban Planning or a related field.
- Certified Economic Developer (CED) designation preferred.
- An equivalent combination of the above stated work experience and education is acceptable. Experience as demonstrated by project portfolio may be submitted as acceptable alternatives to educational background.
SPECIAL REQUIREMENTS
- Possession of or ability to obtain an appropriate valid Utah drivers license.
- Employee will be required to complete NIMS IS100 IS200 ICS300 IS700 IS800 IS701 IS703 and IS775 within six months of hire.
KNOWLEDGE SKILLS AND ABILITIES
- Strong understanding of best practices in economic development and redevelopment. Must be able to apply understanding in a manner that best responds to the economic environment.
- Knowledge of statutory requirements governing redevelopment agencies.
- Demonstrated ability to work with a concept and produce a definitive product and to work on several projects simultaneously.
- Ability to analyze programs policies and operational needs. Identify alternative solutions when needed.
- Knowledge of the principles and practices of program development and administration.
- Analytical skills with creative problemsolving; persuasive argument abilities.
- Ability to effectively negotiate and collaborate with multiple stakeholders.
- Ability to understand and implement technical documents planning documents and strategic plans.
- Skill in working professionally in a team setting or independently.
