The primary purpose of the Business Enterprises Program (BEP) is to provide employment opportunities for individuals who legally blind through the establishment of food service and vending facilities on government and private properties. The BEP administers the RandolphSheppard Act and state statutes which grant priority to blind vendors in the operation of retail facilities on government properties.
The Chief of Business Enterprises (BE) is responsible for managing and overseeing the Business Enterprises Program on government and private properties throughout North Carolina and ensuring program adherence with all federal and state laws and regulations pertaining to the program. The chief serves as a liaison with the Elected Committee of Blind Vendors (ECBV) and licensed blind operators and must collaborate effectively with these parties and licensed blind operators and must collaborate effectively with these parties. Additional chief duties include but are not limited to developing and implementing policies and procedures and operational aspects of the program; developing annual budget projections and monitoring the yeartodate receipts and expenditures to ensure the program is able to meet all financial obligations.
