Job Description

Reports to: Wastewater Plant Director

Classication: Full Time Exempt

Salary: $69194 $96011

Grade: 5

Under general direction from the Wastewater Treatment Plant Directors the Pretreatment Controller will conduct inspections and sampling at nearly 200 businesses with pretreatment facilities. Evaluates inspection ndings to ensure compliance with local state and federal laws. Preparing daily monthly and yearly reports including Inspection Pretreatment MORs etc.

Supervises or schedules additional staff in the collection/analysis of samples compliance followups and new and annual business inspections. This position will be split between office field and laboratory settings.

Experience in operation coordination and supervision of laboratory personnel. Regulatory reporting activities enforcing local policies as well as requirements set forth by the federal and state environmental protection agencies and the Illinois Department of Public Health.

Primary Responsibilities:

  • Inspects Industrial pretreatment permits and business applications to ensure compliance with the citys industrial pretreatment and FOG programs.
  • Ensure that all organizational activities and operations are conducted in compliance with local state and federal regulations and laws and in conformance with acceptable standards and
  • Performs minor maintenance on portable flowmeters composite samplers and other lab equipment such as cleaning sterilizing calibrating and prep work for sampling.
  • Installs sampling devices collects samples from industrial commercial and manhole locations throughout the city. Performs discharge flow measurements as required to assure compliance.
  • Collect samples ensuring that time temperature and preservation methods comply with federal regulations.
  • Maintain complete accurate records of lab analyses inspections notice of violations and other information regarding the citys industrial pretreatment plan and FOG plan.
  • Ensure quality analytics and credentialing are completed for various laboratory analyses
  • Compiles regulatory and departmental
  • Maintain a safe working environment through compliance with the departments safety
  • Be procient in MS Office applications and other software resources as
  • Explain apply and enforce city and departmental
  • Represents the citys views while interacting with representatives from the commercial sectors.
  • The ability to accurately input data into spreadsheets and other computer programs.
  • Review policies and procedures to maintain our programs compliance with changing national and local regulations.
  • Works with other departments to ensure new businesses comply with our programs and ordinances prior to opening.
  • Works with commercial users to ensure their compliance with control plans and data submissions and answers questions they might encounter with our pretreatment and FOG programs.
  • Familiar with the Federal Code of Regulations regarding pretreatment and FOG rules and regulations.
  • Other duties may be assigned.

Minimum Qualications:

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.

Education and Training:

  • A bachelors degree in chemistry biology or equivalent from an accredited college or Proper extended experience in a related field may be substituted for a degree.

Experience:

  • Laboratory experience preferably in water or
  • Code Enforcement or experience with municipal ordinances.
  • Wastewater collection systems treatment processes and permit regulations.
  • Commercial plumbing systems specifically used in food and beverage locations.

License or Certications:

  • Valid Illinois drivers license or equivalent.
  • Possession or ability to obtain a Class II IEPA Wastewater License within one year.

Knowledge and Abilities:

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform assigned duties

  • Knowledge of federal state and local law regulations related to environmental compliance industrial waste and pretreatment programs.
  • Knowledge of wastewater chemistry treatment techniques and proper chemical dosing.
  • Knowledge of IEPA EPA and NPDES permit requirements.
  • Knowledge of OSHA IDOL safety standards and proper chemical handling procedures.
  • Ability to express and receive detailed information through both written and oral communication.
  • Ability to evaluate laboratory and scientific data recognize errors and outliers troubleshoot develop and implement modifications and corrective actions as necessary.
  • Ability to work effectively with industries and regulatory agencies.
  • Ability to train and supervise staff communicate complex technical information and collaborate with multiple departments.

Physical:

Frequent standing walking bending climbing and lifting (up to 30 lbs.). Requires keen color perception and a developed sense of smell for chemical detection.

Environmental:

Exposure to hazardous chemicals mechanical equipment and confined spaces; adherence to strict safety protocols is essential. Must be able to work in inclement weather conditions.
