Job Description

General Summary:

Assists the Director of Emergency Management in the development implementation and maintenance of comprehensive emergency preparedness and response plans for all inpatient and ambulatory clinical care settings and nonclinical areas for the Medical Center. Using an allhazards approach this position ensures the hospital is prepared for a wide range of potential emergencies and disasters including natural technological biological chemical and radiological events. The manager coordinates emergency preparedness activities across departments leads training and drills and ensures compliance with all federal state and local regulatory agencies.

Essential Job Functions:

  • Assists with development and updating of the hospitals Emergency Operations Plan (EOP) and hazard vulnerability analysis (HVA).
  • Coordinates planning efforts with local state and federal agencies including public health and emergency management agencies.
  • Organizes and facilitates emergency preparedness training and drills for hospital staff and leadership and evaluate performance during exercises and real events identifying lessons learned and implementing improvement plans. Coordinates and meets with department leaders to ensure completion of AfterAction Reports (AARs) and improvement initiatives.
  • Maintains accurate records reports and documentation of all emergency preparedness activities.
  • Ensures compliance with Joint Commission Centers for Medicare and Medicaid Services (CMS) and other accrediting/regulatory bodies and prepares for and supports related internal and external audits surveys and inspections.
  • Oversees the medical centers decontamination response team including response team training and maintains their readiness to respond.
  • Assists with ensuring the emergency management notification call lists are up to date and oversees the webbased emergency notification system for the Medical Center.
  • Maintains the Emergency Management Resource site on AllConnect.
  • Maintains the Medical Centers disaster inventory caches decontamination equipment and communication devices to ensure they are available tested and ready for use at all times.
  • Recognizes when and how to activate the Medical Centers emergency operations plans (EOP) and Hospital Incident Command System (HICS) and provides 24hour oncall availability for events resulting in EOP and/or HICS activation.
  • Serves on internal and/or external committees taskforces and peer networks as appropriate.
  • Supports the Business Continuity Management Program (BCMP) including assisting with tracking and reporting of BCMPrelated activities by hospital teams assisting with education of operations stakeholders in BCMP activities and integration of BCMP activities with emergency preparedness exercises and afteraction reports.
  • Other job functions as assigned.

Knowledge Skills and Abilities:

  • Bachelors degree in emergency management Healthcare Administration Public Health Nursing or related field required.
  • Familiarity with Hospital Incident Command System (HICS) NIMS and ICS required. Achieve certification in Incident Command Structure courses: IS 100 IS 200 IS 700 and IS800 within the first year in the role.
  • A minimum of 5 years of experience in Emergency Management or related experience in a hospitalbased setting.
  • Prior work or academic experience in emergency preparedness project management and/or training preferred.
  • Strong leadership interpersonal critical thinking and consensus building skills.
  • Physically travels to all areas of the medical center including satellite locations and office buildings.
  • Working knowledge of regulatory and accreditation requirements related to emergency management principles and practices including business continuity planning.
  • Demonstrated knowledge of emergency management response principles and practices in hospital and ambulatory based settings.

Pay Range

$83200.00$137280.00 Salary

The pay range for this job indicates minimum and maximum targets for the position.
