The Department of Environmental Protection Bureau of Air Quality is seeking to fill an Environmental Specialist IV vacancy in Augusta.

BRIEF JOB DESCRIPTION: This Environmental Specialist IV position is in the Maine DEPs Bureau of Air Quality Planning and Mobile Sources Section. The Planning and Mobile Sources Section managers role within the Division of Licensing and Compliance is to develop implement and oversee regulatory and nonregulatory programs for the Bureau of Air Quality. This position reports to the Director of Licensing and Compliance and works closely with staff throughout the Air Bureau and other state and quasistate agencies. The successful candidate will have strong quantitative analytical written and verbal communication skills and the ability to work closely with professional colleagues on a wide range of issues while managing mobile source related activities and enforcement activities for the Bureau of Air Quality. Key responsibilities of this position include:

  • Researching drafting and promulgating air quality regulations and air quality plans along with tracking and ensuring state compliance with federal and state air quality planning requirements.
  • Developing budgets and preparing grant applications for federal and other grant funding opportunities and tracking grant programs to ensure program funding and proper resource allocation.
  • Providing technical support for crossagency initiatives such as the Maine Climate Council while overseeing the investigation of environmental problems involving stationary area and mobile sources of emissions and developing solutions.
  • Managing the Departments regulatory and nonregulatory mobile sources emissions control programs including the onboard diagnostics (OBD) Enhanced Vehicle Inspection Program in Cumberland County the Low Emission Vehicle (LEV) and Zero Emission Vehicle (ZEV) programs and antitampering programs. This position also oversees enforcement activities for the Bureau of Air Quality and the development of the onroad emissions inventory.
  • Drafting legislation and testimony on air quality related bills and Department comments on federal rulemaking proposals.

Remote work is available for this position and follows the DEP Telework Policy.

MINIMUM QUALIFICATIONS: An eight (8) year combination of education and/or experience in environmental science or related area which includes at least two (2) years of supervisory or program management/administration experience. Qualifying education must include at least 15 credit hours of science or engineering coursework.
